The NTRCA has conducted teacher recruitment registration exams in private schools, universities, madrasas and technical schools since 2005. So far, a total of 15 teachers have registered for a special exam. Although the NTRCA conducted the teacher registration test, the appointment was finalized by the governing board of the educational institution in question. But since 2015, the NTRCA has been given the responsibility to finalize teacher appointments on the basis of merit in the event of allegations of wrongdoing, corruption, and nepotism.

The policy states that educational institutions will submit teacher requests to the NTRCA. From there, the list of professors selected by subject will be sent to the institution. Institutions will hire teachers from that list. The board of directors of the institution will now only issue letters of appointment of teachers.

So far, the NTRCA has appointed teachers in two phases by issuing two public notices. In 2015 and 2016, around 36,000 teachers were hired. Now NTRCA is awaiting the issuance of the third public notice.

The teacher registration exam is conducted in three stages. First preliminary. Candidates who pass this exam must participate in the written test in the second step.

The next step is to take the oral test for the candidates who have passed the written test. Subsequently, by public notification, the qualifications of the candidates are verified and the final appointment is made. After passing all the exams, only those who are not over 35 years old are considered eligible for the job.
