‘Cash’ to send stipends to elementary students

The Ministry of Primary and Mass Education has ordered the stipend money to be sent to students in government primary schools through the postal department’s ‘effective’ digital service. The ministry issued the directive to the Department of Primary Education on October 5 on the instructions of Prime Minister Sheikh Hasina. This will cut public spending on stipends by one third.

Ministry sources said on Saturday (October 10) that the stipend had been paid through mobile financial services ‘SureCash’ for the past few years. However, for the cash withdrawal and data management charges, they used to take a total of Tk 21,000 per thousand from the government. However, ‘cash’ will provide the entire service for just seven and a half rupees per thousand.

It has been known that for cash of the student stipend money, 1.75 percent of the total amount of the government scholarship, that is, one thousand and eighteen and a half rupees is safe cash. With this SureCash used to charge 3 rupees per thousand for data processing. But the entire service will be ‘cash’ for seven thousand five hundred rupees. However, any extra that is needed to withdraw cash, you will pay with your own funds.

The agreement between the Ministry of Primary and Mass Education will be completed in a few days. Under the new agreement, the three-month stipend from April-May and June will also be distributed in cash in October. If the data of the students is received from the Ministry of Primary and Mass Education within a period of two days, the ‘cash’ will give the stipend of the previous three months together from this month.

Every year, 13 million elementary school students receive stipends in this process. In total, the government spent around 4 billion rupees. In this sense, the Ministry of Primary and Mass Education sent a summary to the Prime Minister with two alternative proposals. Your proposal is to opt for the open tender method or the OTM system or to give “cash”. Then the Prime Minister gave instructions to give the job to the ‘cash’ considering the governmental institution.

Sources from the Ministry of Primary and Mass Education pointed out that in the last three years they have received numerous complaints about the distribution of stipends through SureCash. There are various accusations including not having enough agent points to withdraw money or agents keeping extra money from students.

At present, primary and pre-primary students will get a scholarship of Rs 85 per person and from 1st to 5th class up to Rs 150 per person. Previously, pre-primary level students got Rs 50 and 1st to 5th class students got Rs 100.
