According to NCTB sources, a company called ‘Ma System Computers Printers and Packaging’ in Bogra has been commissioned to print 30 lakh 22,184 books this time. But when the Independent Inspection Services, a government-designated body, checked the quality of printing at the secondary level, they found that 3.35,204 books were printed on substandard paper over multiple pages. Under the conditions it was supposed to be printed on 80 GSM paper (weight 80 grams per square meter of paper), but evidence of printing on 55 to 56 GSM paper has been found in many of these books. In addition, 2 lakh 63 thousand books from another organization were canceled last Tuesday.

According to the minutes of a meeting of the Ministry of Primary and Mass Education held on November 24 on the printing and distribution of primary level textbooks, the Minister of State for Primary and Mass Education, Zakir Hossain, said at the meeting that some of the books provided were not up to par. For example, the paper quality of some books is not good and some books do not print correctly. At the meeting, the director general of the Department of Primary Education, Alamgir Muhammad Mansurul Alam, said that 70,000 books have already been canceled.

According to NCTB sources, the leading Chaumuhani print shop in Noakhali has been commissioned to print around 6 lakh of books at the secondary level alone. The NCTB canceled 120 metric tons of paper on November 26 based on an independent inspection report, as the company tried to print books with medium quality paper.

In a written complaint to the NCTB, the Independent Inspectorate said: “Our representative (inspector) collected a random paper sample on December 2 in response to a request from Agrani Printing Press.” But the press changed the paper samples we collected and insisted on taking the paper samples of their choice. In this situation, I was unable to complete the paper quality verification activities.

According to the NCTB and the quality assurance institute, Agrani Printing Press has been commissioned to print a large number of books, but has not received permission to send any of the books to the upazila until December 6.
