Speaker on Tuesday. At the Jatiya Sangsad session chaired by Shirin Sharmin Chowdhury, the Minister introduced the Intermediate and Secondary Education (Amendment) Bill -2021, the Bangladesh Technical Education Board Bill (Amendment) -2021, the Draft Law of Bangladesh Madrasah Board of Education (Amendment) -2021. The bill was subsequently sent to the Permanent Parliamentary Committee of the Ministry of Education for review and report to Parliament.
The purpose and reasons for the three bills are set out in the bill, in special circumstances, due to epidemics, epidemics, calamities or in any unavoidable circumstance set by the government to test, publish the results and certify in any year special by order of the Official Gazette. The circular mentions the issue of issuing instructions for the evaluation and issuance of certificates in the manner mentioned in the circular for students without exam or taking the exam in a short program.
The senior deputy of the Jatiya Party opposed the introduction of the Intermediate and Secondary Education (Amendment) Bill 2021 in Parliament. Fakhrul Imam. He objected because he received no notice before raising it in Parliament under the rules. He also opposed the cabinet secretary’s statement after the cabinet meeting. But his objection was rejected by oral vote. The minister then raised the bill.
Introducing the bill, Education Minister Dipu Moni said that the results of the HSC and equivalent exams are ready. Existing law provides for the disclosure of test results. But due to the global epidemic, this time we couldn’t do the test. That is why I want to give results in a special way. For this, it is necessary to modify the law. As soon as the parliament passes the law, the results will be published quickly.
It can be mentioned that 13 lakh 75 thousand 69 students from 11 boards of education were supposed to take HSC and equivalent exams this time. The test was supposed to start on April 1. But when the coronavirus outbreak began to escalate, all educational institutions in the country were closed as of March 16. Subsequently, the government decided to publish the results of HSC and equivalent classes by evaluation without exam. In this case, the government announced that the result of HSC would be determined by averaging the results of JSC and SSC. But there are legal complications in publishing results without examination. Because of this, it was decided to publish the results of HSC and equivalent exams in December, but it was not possible. Subsequently, the government took the initiative to modify the law.
