The Upazila Nirbahi Officers (UNO) are playing the role of rulers at the upazila level. The people’s representatives complained at the press conference that their bureaucratic attitude was hampering the work of the people’s representatives.
The Bangladesh Upazila Parishad Association, an organization of local government representatives, made such accusations at an anti-UN press conference in the Sagar-Runi auditorium of the Dhaka Reporters Unit on Saturday (January 2).
Saiful Islam, Secretary General of the organization, Golam Sarwar, Senior Vice President, Nur Hossain, Deputy Secretary General and Reena Parveen, Legal Secretary were present at the press conference. And vice presidents.
The people’s representatives complained that the officials were conspiring to establish a feudal regime by separating the people’s representatives. It was also alleged at the press conference that there was a lack of coordination at the field level due to illegal behavior and the work of officials.
Harun-ur-Rashid Hawlader, Chairman of Shonan, read a written statement at the press conference. The upazila is said to have been declared an administrative party by law. The administrative structure from which Upazila Parishad is chosen. In the third program of the Upazila Parishad Act, 18 divisions under 12 ministries have been handed over to Upazila Parishad along with the officials and employees and their functions.
Different ministries and departments issue circulars at different times without regard to the law. Through which UNO has been appointed president of almost 100% of the committees formed for the provision of the functions of all the departments of the upazila. The UN is also the ion spending officer for these 16 departments. It was also mentioned in the written statement that UNO is controlling all works without the approval of the chairman of Upazila Parishad under the authority of the head of the committee.
The written statement further indicated that circulars and orders were issued more than once from the Ministry of Local Government, Cabinet Division to carry out the work with the approval of the President of Upazila Parishad. But at the upazila level, these instructions or orders are not followed. In addition, he said that although there is an elected representative in Upazila Parishad, an official of the Republic (UN) is ignoring everything and acting as the ruler of Upazila. Some administrative officials are conspiring to circumvent democratic decentralization and establish a public administration without representatives of the people.
At the press conference, the Bangladesh Upazila Parishad Association claimed that elected representatives were in danger if they took the initiative to implement them in accordance with the constitution, laws and notices. Elected representatives are removed by executive investigation on any issue. The village representatives also complained that the participatory governance system of the village and village representatives is being destroyed at the local government level in such a planned way.
The written statement further alleged that the fifth election of Upazila Parishad was held in 2019. The Upazila Parishad Association then requested the Minister of Local Government, the Cabinet Secretary and the Chief Secretary of the Department of Local Government to take action in writing. But no response was received to that request in writing. A notice demanding justice was sent to 15 secretaries on September 20. No answer was found. Administrative officials are neglecting everything.
In addition, the president, vice president and vice presidents of Upazila also made some demands at the press conference. Among them are circulars issued by various ministries to prevent the activities of the 17 departments transferred under the authority of Upazila Parishad from being immediately amended. To implement the activities of the elected council, there are 16 committees chaired by vice-presidents for 16 departments, which must be implemented. The executive director of Upazila Parishad must issue a notification from the concerned ministry to perform the functions of 16 divisions with the approval of the president of Upazila Parishad.
