Comilla-6 deputy AKM Bahauddin Bahar has threatened the deputy director of the Comilla district department for taking action in the incident. The legislator threatened to leave Comilla 15 days after calling the officer at his office on Wednesday (December 23) after threatening him on his mobile phone saying: “You see the good in me, you have not seen the bad.” He also threatened to block the local office of the environment department. The Department of the Environment in Comilla Sadar (South) Upazila had recommended filing a case against a project contractor from the Department of Roads and Urban Development for felling hills.
The two-minute and 13-second conversation, which was threatened by MP Bahauddin Bahar, has reached various media outlets.
Messrs. Hasan Techno Builders Limited and Haque Enterprise are working on the expansion project of the Pipulia-Lolbaria-Ratanpur-Chandipura-Magbari highway in the Bara Dharmapur School area of Sadar Dakshin Upazila in Comilla at a cost of Tk. 30 crore. The Department of the Environment has complained that the contractor has cut 1,14,330 cubic feet of mountainous land on the project to widen the highway. But they did not ask for any permission to cut the hill. The RHD also told the environment department that they did not know about the cut of the hill. Comilla Deputy Director Shawkat Ara Kali sent a report to the Chittagong region recommending filing a case against the contractor. After receiving this report, MP Bahar became very angry. He called the deputy director on his cell phone and made the threat during a conversation there. At one stage in the conversation, he also ordered the deputy director to come to his office in 10 minutes. After a while, the deputy director headed to the MP’s office with his two colleagues. There, too, Deputy Bahar misbehaved with the deputy director of the environment department.
What MP Bahar told the deputy director of the Environment Department by phone:
Two minutes and 13 seconds in that conversation:
DD: Hello sir, DD Department of the Environment
MP: Yes, the report you gave …
DD: Sir.
MP: The report you gave, did you speak to me? That Lalmai road?
DD: Yes sir, yes sir.
MP: Why didn’t you take Rhodes and Highway? Why not write against Rhodes and Highway? Why did you write against us?
DD: No, no, our report also writes against Rhodes and Highways, sir …
MP: No, no, I did not write, I have your report, based on your report, you said, we are cutting a lakh 14,330 cubic feet of earth, how did you do this measurement without me?
DD: Sir, we measure …
MP: How did it go without me? I am a party, you are a party …
DD: Sir …
MP: How did you do the measurement alone without me? Won’t you take my signature You are abusing power.
DD: Sir …
MP: There is no opportunity to abuse Thaika’s power in Comilla, you see the good in me, you have not seen the bad.
DD: Sir …
MP: Sir what? Where is the nonsense? I have to keep it while you measure it. How much you are cutting must be measured together.
DD: Sir …
MP: You don’t have a lot of power? … don’t say you have a lot of power … I’ll lock you in the office … I’m rude …
DD: No sir …
MP: You come to my office, you come to my office in 10 minutes, do you understand?
DD: When will I come? Today sir? …
MP: Come in 10 minutes … 10 minutes … I gave you 10 minutes.
When asked about the threat to the deputy director of the environment department in the conversation, AQM Bahauddin Bahar told the Bengali Tribune: “There is a government road. There is a road under the road and the village. Some parts are in the mountains, some parts are outside the hills. The Roads and Urban Development Department has submitted the tender and the works are continuing accordingly. Roads are being built in the mountainous areas of Bangladesh by cutting through the hills. Where the road passes through the middle of the hill, it is It is normal to cut down some part of the hill. If development work is cut, where is the problem? There are no rules for felling hills and selling land. But the road is being built by cutting the hill, isn’t it? Landslide. You cannot say the destruction of the land. It will only be destroyed when people go down the hills and do business.
Referring to the contractor as innocent, he said: “This is a government project, the road runs through a part of the hill for public interest. This road has been there before, it has not been rebuilt. Now it is only expanding. The contractor is doing the work as designed by the Department of Highways and Urban Development. Then the roads and villages should have been reported. But the Department of the Environment did not. So I’m angry, why didn’t you warn the roads and towns? ‘
Calling the deputy director of the Environment Department corrupt, he said: “We have fought and we have made the country independent.” I don’t do corruption myself, I don’t tolerate anyone doing it. Two organizations are involved in this project. The Department of the Environment has only suggested filing a lawsuit against the contractor. Does that mean there were no irregularities here? They can make a case if they cut the hill for government work. But what action has been taken against many non-governmental organizations that are doing something without complying with environmental laws? How many brickyards have they closed?
Shawkat Ara Kali, deputy director of the environment department, did not receive a call on his mobile phone more than once.
Subsequently, Moazzem Hossain, Chittagong Region Director of the Environment Department was contacted to find out about the matter, who told the Bengali Tribune that he had not received any official complaint about it. I found out through the news published in the newspapers. If a complaint is received, the next decision will be made after speaking with higher authorities.
The road under the Department of Roads and Highways is 13.90 km long, which was previously 3.6 m wide. In the present project, the main road will be widened by 5.5 meters of plaster and will be widened with another 1.5 meters of hard welding on both sides.
On November 11, officials from the Department of the Environment visited the site. When they got there, they saw that the roughly seven kilometer stretch of highway had been cut 3 to 6 feet long, about 650 feet long, and 5 to 50 feet high at a depth of 10 to 14 feet. Unplanned felling of hills can lead to landslides in some parts of the country, including mountainous vegetation. Based on this, a total of one lakh 14,330 cubic feet of hills was cut at the project with an estimated length of 650 feet, a depth of 6.4 feet, and a height of 20.6 feet.
If you want to meet the Executive Director of the Department of Roads and Towns of Comilla (RHD). Mohammad Ahad Ullah told the Bengali Tribune that although the license was in the name of Enamul Haque and Hasan, the recruitment work was carried out by the personal people of Comilla Sadar MP AQM Bahauddin Bahar. Although the road is ours, they did not have any contact with the RHD during the construction of the road. When the local executive officer complained about cutting the hill, we personally informed the contractor not to cut the hill. Even those lands were not used for road construction. However, the district environment department did not submit any verbal or written complaints to the RHD about the felling of the hill.
When asked about his relationship with the highway contractor, MP Bahauddin Bahar told the Bengali Tribune: “I have no financial commitment to the company. I am a local MP, so I have been informed of the matter. So I spoke about this. Government development work is the reason I speak.
