The days of illegally arriving, cloned, or stolen phones are coming to an end. The National Equipment Identity Registry (NEIR) is about to be launched. As a result, the country’s mobile network can no longer be contacted with illegal phones. After the launch of NEIR, the SIM of any mobile operator will not work on these phones. What is NEIR?
In short, a technical system to keep illegal phones isolated from the network of mobile operators in the country as determined by the laws and policies of the country. The system can be used to separate clones or stolen phones that have entered the country illegally. The BTRC will be a central platform or a common server. It is being established by the selected BTRC organization or company. This server will be able to verify and sort the data of the phones with the country’s IMEI database (database stored in a computer) and active SIMs in all mobile phone operators in the country.

How NEIR will work
So far, around 140 million IMEI numbers have been added to the Knock Automation and IMEI Database (NAID) system.

The IMEIs of this system, the EIR of the mobile operator and the central NEIR at the national level established in BTRC will act as an integrated system. The NEIR system will connect directly to the respective EIR of each mobile operator.

Customers’ mobile phones will be registered and launched automatically via the mobile network. NEIR will make an immediate decision on mobile phone launch by verifying the validity of all phones.

What is the IMEI database?
This IMEI related database has been created at BTRC by the Association of Mobile Importers. Information on the IMEI of all phones imported by mobile phone operators already exists. At the same time, the IMEIOs in the network of the mobile phone operators are kept there.

This database will ensure that the phone is imported legally. Mobile phone importers keep their letters of no objection online. This method will have a separate module and a device for customs, with which the IMEI number can be verified and collected in the commission’s letter of no objection. Mobile phones with wrong IMEI number will not be able to enter the country. So far, 14 million million IMEI numbers have been registered in this database.

Who is implementing NEIR?
The BTRC has already signed an agreement with the companies to select the National Equipment Identity Registry (NEIR) or implement a project to stop illegal phones. The regulator signed the agreement on November 25 this year.

The company that supplies and operates the technology in the project is ‘Synesis IT’. The company has a joint venture with Radisson Technology and Computer World.

When to implement
The goal is to shut down the mobile network on clones or stolen phones that enter the country illegally on June 9, 2021. The technology management and supply company Synesis IT announced this deadline in its work plan. The National Equipment Identity Registry (NEIR) is expected to be operational within 120 business days after the agreement is signed. BTRC wants these 120 days to be operational by April 2020. However, the company says the launch may take a couple more months, depending on the reality and scope of the crowning period.

How to turn off invalid phones
The IMEI of the mobile launched in the mobile operator will be verified with this database in NEIR, that is, it will be paired. If the IMEI of the mobile launched by the operator does not match the IMEI of the database, it will turn off. The SIM will not be active on that phone. If the phone is imported illegally and the importer and manufacturer listed by BTRC does not add the IMEI number, the IMEI number will not be available in the BTRC database. Also, the IMEI number of the phone before August 1, 2019 is not in this database.

Mobile phones or phones that have SIM cards purchased before August 2019 are not turned off. And so far the decision is to close the network of illegal phones purchased after this period.

What will happen in the case of terminals brought from abroad?
The phone imported from abroad will be activated in NEIR at the decision of BTRC after verifying the purchase receipt through the NEIR web portal and verifying and selecting sufficient proof of the phones that arrived in the country as a gift.

What must the customer do to register the phone?
Customers don’t have to do much in phone registration. If you activate the biometric registered SIM on your phone, the phone will automatically register as the identity of that SIM.

How do you know if your phone is real or fake?
BTRC has the correct IMEI check method to see if the phone is illegal or fake. Anyone can write KYD in the message and send it to 16002 with a 15 digit IMEI number from the phone with a space to know if the IMEI number is stored in the BTRC database in the return SMS.

If there is an IMEI number in the BTRC database, it should be understood that the phone is valid. The IMEI number can be seen in the folder of the new phone. In that case * # / ,. Etc. Apart from the special marks, only 15 numbers should be taken for SMS in BTRC.

You can find out the 15-digit IMEI number used on the mobile phone by dialing * # 0 ৬ # on the used phone.

Earn additional income
President of BTRC. Zahurul Haque said that if the NEIR system is introduced, the government will get additional revenue of Tk 4 billion every year. He also expressed hope that the contracted company will complete the work on time under the terms of the contract.
