Dhaka: If the product is not delivered within seven to 10 days after the order is completed, the e-commerce company will have to pay a penalty.
Failure to do so will result in the e-commerce company paying a fine and a refund to the customer.

The Ministry of Commerce is going to finalize the e-commerce policy adding these conditions to avoid fraud and delays in the delivery of goods. With many of these guidelines, the Ministry of Commerce is developing a policy-rich business model to make e-commerce more accessible. The Ministry of Commerce has already finalized a draft of the e-commerce policy. A meeting will be held soon with the Minister of Commerce and representatives of the Ministry and representatives of the electronic commerce sector to finalize the policy.
First of all, this policy is for website-based e-commerce businesses only. Later, the Ministry of Commerce will issue separate policies for small e-commerce initiatives running through Facebook and other social media. There are currently 2,000 website-based e-commerce companies. There are also 50,000 initiatives based on Facebook and other social networks.
According to sources from the Ministry of Commerce, the government is formulating policies to enrich the e-commerce sector by reducing existing inconsistencies and protecting the interests of consumers.
The ministry hopes that if a transparent policy is formulated to restore customer trust, 5 lakh people will be employed in the e-commerce sector next year.
The draft policy establishes that e-commerce companies will be obliged to deliver the merchandise to the dealer within a maximum period of 48 hours after placing the order online.
If the buyer and seller are in the same district, the transport company must deliver the goods to the customer within seven days. If the buyer is from another district, the company will have a maximum of 10 days to deliver the product to the buyer’s address. If this time is more than this, the fine must be counted and the money paid before the customer must be refunded.
The draft policy states that no company can accept an order without a stock of the product. The exact specifications of the product should be mentioned when displaying online to ensure the quality of the product. It will definitely be considered a fraud if low quality products with good quality images are provided. In this case, article 420 of the Penal Code will be in favor of the buyers since they can sue for fraud.
Hafizur Rahman, coordinator of the central cell for digital commerce in the Ministry of Commerce, said the policy would be finalized in a meeting with businessmen, experts and representatives of government departments before it goes to the cabinet for approval.
He added that a draft policy has been formulated to protect the rights of consumers. If the policy is implemented, it will play a useful role in the development of the e-commerce sector by building consumer confidence.
Hafizur Rahman said that the National Department of Consumer Rights Protection will be responsible for implementing the policy. For this, the law of the department will be modified.
Abdul Wahed Tamal, General Secretary of the Electronic Commerce Association of Bangladesh (E-CAB), said: “We have not yet received the draft e-commerce policy from the Ministry of Commerce.” We have already made a written proposal to the Ministry of Commerce with several recommendations. Instead of cash on delivery, we offer debit or credit and prepayment through mobile financial services.
According to e-Cab sources, e-commerce companies do not receive money directly if the price is paid on delivery. It takes a day or two to receive the money from the dealer. Once again, if the buyer does not accept the product, the company must bear the shipping costs and the total loss occurs. This will not be a problem when the buyer pays the price in advance. If the price is paid earlier, the money is deposited as a company. Once the buyer is satisfied with the delivery of the product, they will transfer the money directly to the bank of the e-commerce company. If the buyer is not satisfied with the product, the e-commerce company will refund it. E-Cab says those rules exist abroad.
Hafizur Rahman further said that the cash on delivery system cannot be stopped quickly. If the buyer cannot trust the e-commerce company, they will not pay the price upfront without seeing the product.
