Traffic and public movement are interrupted by various obstacles on the roads to carry out their program.

Every citizen has the right to assemble peacefully and unarmed and to participate in public meetings and processions, subject to reasonable restrictions imposed by law in the interests of public order or public health, even if the law in force grants freedom of assembly to any party or group. In this case, in order to maintain the civic comforts of the general public, maintain law and order, and take the necessary measures to control traffic, there is an obligation under the DMP Ordinance to carry out such programs and obtain prior permission for their use. of sound equipment.

But with the exception of this, on the one hand, it is not possible to maintain order and guarantee the safety of the procession or gathering of people, on the other hand, some parties or groups have the opportunity to destabilize the situation of law and order by organizing illegal demonstrations and causing loss of life and property.
