The Union Parishad (UP) secretary’s salary scale will be updated to the tenth grade. The local government department sent a proposal to the Ministry of Public Administration in response to the demand of the UP secretaries.
Then, the Ministry of Public Administration requested four pieces of information from the local government department. On November 18, a letter was sent from the local government department to the secretary of the Ministry of Public Administration with comments on these four pieces of information.
The Ministry of Public Administrations was asked whether the position of Secretary of the Parishad Union is in the sector of public revenue. According to the local government department, the UP secretary position is not in the government revenue sector. However, 75 percent of the UP secretary’s salary comes from the government revenue sector and the remaining 25 percent from the parishad union revenue sector.
When asked if the Ministry of Public Administration has a separate designation rule for the post of secretary of the UP, the local government department said that there is a separate designation rule for Union Parishad secretaries called the Union Parishad Rules ( Council of Officers and Employees and Conditions of Service), 2011.
The Ministry of Public Administrations was also asked if UP members from other departments have parallel positions. According to the local government department, UP members have parallel positions in other departments. In the local government system, according to the 1992 municipal employee employment rules, the ‘C’ class municipality secretary is a second class official. Furthermore, at the union level, there are many government officials with equal or lower qualifications, whose salary scale has already been upgraded from 14th to 10th grade. Such as: Assistant Union Land Officer, Deputy Agriculture Officer, Elementary School Director, etc.
The Ministry of Public Administrations was asked if the increase in the salary scale of the proposed position would affect other government departments. In this regard, the local government department said, if the salary scale of the proposed position is raised, it will not affect other government departments. Because the secretary of the UP is a block position and there is no promotion in it.
The Bangladesh Union Secretaries Association in Parishad (BAPSA) has long been demanding that the salary scale of UP secretaries be raised to the tenth grade. UP secretaries say HSC or diploma holders have been granted civil servant status in government positions on the tenth and eleventh degree scale, but trade union council secretaries have been granted civil servant status on the scale 14 despite being graduates and, in most cases, postgraduates. As a result, officials and employees of various government departments working at the union level have to face an embarrassing situation in terms of accountability.
According to the Parishad Union Rules (Officers and Employees of the Parishad and Conditions of Employment), 2011, in case of direct employment, the educational qualification of UP Secretaries is Bachelor’s degree and the salary scale is 10200-2460 / -. There are 03 (three) officers and senior employees in the Parishad Union. Educational qualification for the position of Secretary of the Parishad Union Officers and Employees Graduation – 14th grade, Educational qualification for the position of Accounting Assistant – HSC Computer Operator – 16th grade, Educational qualification for the position of Dafadar SSC, Educational qualification for the post of Mahalladar 8th Class.
