If someone follows three steps after purchasing a land, they are determined to be the ultimate owner of the land. The first is the document registration, the second is the denomination (mutation), the third is the rights registration (ROR). Many people think that the land has become theirs after the registration of documents. But many people do not take the news because there are many problems and delays in naming and roaring. And disputes over land are created with these issues. In the case of disputes, social chaos is created. Land disputes are the main cause of 8% of the cases in Bangladesh. The case was filed in court. Financial loss affects everyone.
The government was trying to do something new in land management to get rid of these problems. The dream journey of that effort has begun through a pilot project. Document registration, nomenclature and ROR will be integrated through this project. In this way, the land of one person cannot be registered by another. If the pilot project to be carried out in 18 upazilas is successful, this service will be launched throughout the country. It will be possible to register within a maximum period of eight days. The cabinet approved on Monday the proposal made by the Land Ministry on the “coordination of land registration and nomenclature activities.” The cabinet hopes that if these activities are launched across the country, the number of cases will be reduced by 70-80 percent. This initiative will have an impact on the development of the country as a whole.
Currently, the three phases of spatial planning are carried out in three places under two ministries. The first two important steps are the registration of documents in the sub-registration office of the Ministry of Law and registration in the Upazila Land Office of the Ministry of Lands. As the two works are separate, neither office can know the preliminary information on the ground in advance. Interested clients usually decide to purchase land by looking at the land office, the registry office, and locally. In these cases, the interested persons have to pay the fee due to false documents.
Cabinet Secretary Khandaker Anwarul Islam said there was no room for such problems in the new system. The official, who is also AC Land’s top government official, said: “You don’t count how many land disputes I’ve seen in my long working life. If this new initiative is successful, the territorial system will change radically. Corruption will be reduced. Common people will get relief. He said: ‘I have seen the pilot work in Savar Upazila. Working fine. Hopefully, in the next year, we can take the initiative to launch this initiative in all parts of the country.

Under the existing system, when registering a title deed, the registry office cannot fully see the exact condition of the land. On the other hand, once the land is registered, it takes a long time to register it with the land office. Because if all the documents related to the land deeds do not go to the property office from the registry, they cannot take the initiative. In this way, time is wasted or bribes have to be counted at the appropriate office in order to change clients. When the new system is introduced, the registry office will be able to view all the previous land information with one click while the title deed is being registered. It will then be automatically created to name. If the client requests registration, the property office will be obliged to complete it within eight days. Full information from the registry office will be given to the land office online, so in this case the land office will not be able to delay.
If any AC Land wants to take time off, they will be caught under the surveillance of the DC office, which will be considered misconduct at work. Then nobody will take this risk. Ordinary people will get the service easily. And after registration, AC Land will need to update the information of the new land owner in the Register of Rights (ROR) regarding the land in question. There was a long demand for information from the registry office to the land office. That demand is being met with new initiatives. Some claimed that the problem would have been solved if the land office and the registry office had been under the same ministry. Under the new measure, the two offices will remain under the two ministries, but will easily exchange information with each other.
Asked about the government initiative, Palash Talukder, deputy registrar for Madan upazila in Netrokona, told Kaler Kanth yesterday that it would be a very good initiative. If this government initiative is taken across the country, ordinary people will be able to work on the land without harassment.
The cabinet secretary said that from now on there will be software for the mutual exchange of information between the Deputy Registrar’s office and the AC Land office. Four crore 30 lakh rights records from all AC land offices in Bangladesh have been put online. From now on, one of the Sub-Registrars and the AC Land Office will be able to access the other’s database. As a result, when someone goes to register the land, the registry office will first look at the RO of the land to make sure that the person selling the land is the correct owner. And there will be great progress in the naming of lands. Currently, registration is done through the Land Transfer Notice (LT) from the Registry Office. But due to various complications, the land office does not want to name this document. The land office will be able to view the land registry information in the new system. If the client of the land requests and says that the document with so many numbers is mine on this or that date, then he will easily register the land by checking in the land office. No one will have the opportunity to waste time. The cabinet secretary said that even if they are registered today, 50 to 60 percent do not usually correct the registration.
The cabinet also ordered the addition of another new initiative with the three initiatives mentioned in the territorial cession. The amount of land to be inherited will also be included in the mentioned software, so that there is no problem in sharing the land between the children after someone’s death. The cabinet secretary said that according to the rules, after the death of a person, the tehsildar of the area in question must ensure the division of the land with the consent of the deceased’s heirs. Now this method is not in many cases. But in new initiatives it will be mandatory. The tehsildar in question has to do that with importance. From time to time, the tehsildar has to report any deaths in his area.
