A moving vehicle was found to catch fire after the explosion. Azerbaijan has claimed that the defense minister of the self-proclaimed republic of Karabakh was in the car.
The local government of the Karabakh region, controlled by Armenia, has acknowledged that its defense minister was injured.
The head of the local government, Araik Harutunian, said a new one had been appointed because the defense minister had been injured. He also wished him a speedy recovery.
Azerbaijan and Armenia have recently clashed for control of the Nagorno-Karabakh region. As a result, many people have died. The two countries agreed to a ceasefire three times before, but it collapsed in a short period of time.
The Nagorno-Karabakh region is internationally recognized as a territory of Azerbaijan. But in the 1990s, Armenia took control. There are reports that many sick citizens were deported from the occupied areas.
