Rajshahi University (UK) Vice Chancellor M Abdus Sobhan, Vice Chancellor Chowdhury. An investigative committee created by the University Grants Commission (UGC) has found evidence of 25 accusations against Zakaria and the acting registrar MA Bari. The UGC feels that they have “completely lost their morale” due to corruption. The members of the research committee have recommended 11 points for action. Subsequently, the report of the investigation committee was sent to the Prime Minister’s Office, the Ministry of Education and the Anti-Corruption Commission.

In the general comment of the investigation committee report, it was mentioned that 82 Rajshahi University professors and two candidates for a position had filed complaints against Vice Chancellor M Abdus Sobhan. Vice Chancellor M Abdus Sobhan, in his statement before the inquiry committee, could not fully deny the allegations against him. The Rector of Rajshahi University, M Abdus Sobhan, and Rector Chowdhury. Each of the 25 complaints against Zakaria, including irregularities in teacher appointments, nepotism, hiring of staff and delivery of false information to His Excellency the President by the Vice Chancellor, relaxation of the teacher hiring policy and appointment of her daughter and son-in-law as teachers, no appointment of the departmental president according to the rules. It has indisputably been shown to be a “fatal ejaculation”. On the one hand, the image of the office of vice-rector has been tarnished by irregularities and nepotism. This is a barrier to transparency, accountability, a conducive learning environment, and college progress. The organization of such an event in an old and traditional public university in the country is not acceptable in any way. Therefore, it is necessary that the competent authorities take the necessary measures to protect the image of the university. To this end, the committee is making several recommendations.
The committee’s 11-point recommendations are given below:
1. The committee considers that the allegations of irregularities and nepotism in the appointment of teachers and of giving false information to the president, relaxing the policy of hiring teachers and appointing one’s daughter and son-in-law as teachers have been substantiated. Because even though the letter was delivered twice to seek the rector’s opinion, he only said that the accusations were false. But he was unable to present any logical documentary evidence to support his claim. Furthermore, the Vice Chancellor did not appear before the commission on 09/19/2020 for an interview. He did not even inform the committee in writing. This is not desirable for a responsible person.
2. Candidate’s financial transaction with Professor Abdul Hannan, Vice Chancellor Chowdhury. After reviewing the recruiting candidate’s wife’s telephone conversation with Zakaria and the indications of the recruiting candidate Nurul Huda’s transaction with Assistant Professor Gazi Touhidur Rahman, Vice Chancellor Chowdhury Md. The committee determined that the allegations against Zakaria and his closest relative, assistant supervisor Gazi Touhidur Rahman, Professor Abdul Hannan, were true. Therefore, it is necessary to brighten the image of the university by taking the necessary steps in this regard.
3. The review clearly shows that the relaxation of the hiring policy for teachers and staff has created opportunities for many ineligible candidates to apply. Despite interviewing many qualified candidates on different selection boards, relatively less qualified candidates have been hired. Eligible candidates were not recruited due to lack of “eloquence and teaching ability”, it must be considered how acceptable such an argument is. Therefore, to stop such activities in the future and ensure justice for job applicants, necessary actions can be taken against those who were on the board, including university authorities.
4. Most of the irregularities that have occurred at Rajshahi University have been due to the change in the policy of hiring teachers and the change in the policy of hiring officials and staff. Therefore, following the recruitment policies of Dhaka University, Jahangirnagar University and Chittagong University governed by the 1973 Act, an initiative can be taken to change the related policies of Rajshahi University urgently.
5. According to the 2015 Teacher Recruitment Policy of Rajshahi University, all candidates who were ineligible to apply and in all departments, institutes and schools of Rajshahi University, 34 less qualified candidates have been appointed as teachers for irregularities and nepotism. The appropriate authority may be ordered to terminate all appointed officers and employees by lowering the age in the officer and employee hiring policy for the purpose of characterizing them.
. The complaints were made through specialized government agencies / intelligence agencies (Vice Chancellor M Abdus Sobhan, Vice Chancellor Chowdhury Md. Zakaria, Acting Secretary MA Bari, Prof. M Mujibur Rahman, Prof. Mohammad Abdul Hannan, Assistant Professor Gazi Touhidur Rahman, Professor assistant) Shibli Islam, Sakhawat Hossain Tutul) Individuals and their dependent family members can be searched for sources of income, assets, bank statements, and income and expense accounts.
. Pursuant to Section 29 of the Rajshahi University Act of 1973, Section 1 of Section 3 of the First University Statute, the appointment of department chairs can be made in accordance with the rules by revoking appointments made in all the departments.
. Vice Chancellor M Abdus Sobhan resigned without the permission of the President and the Chancellor and joined their department, voluntarily retiring from the department. He performs daily activities as Vice Chancellor, financially approves his pension and bonus, and appeals to the president with false information. The investigation committee does not comment on the matter as it is pending in the Superior Court Chamber of the Supreme Court.
9. Since Professor M Abdus Sobhan assumed the post of Vice Chancellor for the second term on May 8, 2016 and moved to the Vice Chancellor’s residence, he has left the duplex house (house number P-26) assigned to him as professor in 2013 to his name on June 26, 2018.. However, in fact, the house assignment was prevented from being notified as he kept his personal furniture on behalf of the repair for more than 1 year and 6 months. Because of this, at the rate of Rs 31,200 per month, the total financial loss of the university is 5 lakh 61,600 rupees in 18 months. Appropriate measures can be taken to recover money from the person or persons responsible in this regard.
10. The Acting Registrar of the University Professor MA Bari has disobeyed the investigation committee on several levels. Therefore, university authorities can be instructed to immediately remove you from office and take disciplinary action against you.
11. The University can be instructed to take steps to ensure that qualified and deserving candidates are hired as University teachers and staff-officers in a transparent and unquestionable manner, considering relevant issues and determining an acceptable hiring procedure.
Incidentally, on January 4 of this year, Rajshahi University professors in favor of the Awami League signed and sent a 300-page document containing 18 complaints to the Prime Minister, Ministry of Education, ACC and UGC. On the basis of this accusation, the UGC formed an investigative committee under the direction of the Ministry of Education. The head of the committee, Professor Dr. UGC. Dil Afroza Begum. After an extensive investigation, the committee presented its report.
