According to the decision of the inter-ministerial meeting, the YouTube channel and IP TV will not be able to broadcast news, Information Minister Hasan Mahmud said.
The minister made the remarks on a ‘BSRF Dialogue’ program at the Secretariat’s Media Center on Thursday (October 15). The dialogue was organized by the Bangladesh Secretariat Reporters Forum (BSRF).
“There are many YouTube channels that operate online,” he said. They are under investigation. Preliminary investigation work has started. Once this is done, we will start registering. In this case, it has been decided at the inter-ministerial meeting that IP televisions will only act as entertainment channels. It was a decision not to do everything like a normal TV channel.
He said: ‘YouTube channels and IP television will not be able to offer regular news. That is why when a TV channel gets permission, it is not allowed to broadcast news at first. That is why they have to meet some parameters and reapply. Then they are allowed to post the news. So in the case of IP TV, they will be able to do everything else, but they will not be able to do the work of covering the news just yet; This is not our ministry, it is the decision of the inter-ministerial meeting.
When asked if they could cover the story later, the Information Minister said: “The government can make any decision at any time in light of the situation.” The decision now is not to cover the news.
When asked when the registration of online news portals will end, Hasan Mahmud said: “Online registration is in process. We have already given permission for several online registrations. We will give the rest little by little. Since there are Thousands online, these can take months to complete. Because we can give only after several investigative agencies report. I can’t pay earlier. So it takes a little time. We will try to complete most of the registration this year. The registration Online will not end this year, because many will be published online in the future.
“You need permission to publish a magazine, you need a license to open a television channel. “In the future, when we can bring the online registration process to the final stage, we will also add the issue of permission to open online in the future,” he added.
Asked how far the news channel’s journalists have made on the salary issue, Hasan Mahmud said: “Television is not exactly a betting table. When the broadcasting law is enacted, the Ministry’s investigation has been completed. Justice in this regard. After that, the cabinet will go to parliament. In light of the Broadcasting Law, the salaries and allowances of journalists from all these media, including television, radio and even online, will be subject to to the legal framework.
When asked if there would be a policy on graduation with educational qualifications, taking exams, he said: “I have discussed it with various journalists’ organizations. There needs to be a principle of rules here. But only after graduation can you enter this profession, personally I disagree a bit. Many people with metric pass know better than people with MA pass write better. There are in our country. We, the government, are willing to help if the Federal Union of Journalists and other organizations of journalists take the initiative, there need to be rules here, anyone can take out a newspaper and pretend to be a journalist, that’s not appropriate.
He said: “Speaking of titles, Rabindranath Tagore had no title, and neither did the poet Nazrul. Bill Gates had to drop out of college for failing in computer science. Now Bill Gates is doing his PhD. There are many such examples. Therefore, passing is not always the eligibility criteria. Passing is a measure. ‘
Nurul Haque Nur, former vice president of the Central Student Parliament (Daksu) of Dhaka University, has spoken of a media boycott. When asked if he could call for a boycott of the media in this way, Hasan Mahmud said: “Bangladesh has freedom of expression. It is because of that freedom that anyone is talking about anything. Who will see what media or not, that is their business. No one can determine that. ‘
The information director, Surath Kumar Sarkar, was present at the dialogue, which was chaired by the president of the BSRF, Tapan Biswas, and led by the secretary general, Shamim Ahmed.
