Dhaka: The Bangladesh Fisheries Development Corporation (BFDC) has proposed sending 30 people abroad to learn how to produce and process dried fish. The cost of this has been estimated at one crore and Rs 70 lakh.
The proposal has been made within the framework of the project “Establishment of a dry processing industry in the district of Cox’s Bazar”. The total cost of the project has been estimated at Tk 200.39 crore. The project will be implemented in December 2023 from now on.
BFDC has submitted the project proposal to the Planning Commission. The matter will be discussed at the meeting of the Project Evaluation Committee (PEC). However, considering the economic reality of the country due to the Crown epidemic, the Planning Commission has suggested that the spending of the foreign training sector should be reduced.
As part of the project, it is proposed to purchase a jeep, a double cab pickup, a minibus and four motorcycles. But the finance department’s human resources department did not recommend the driver’s position for the vehicle. The Planning Commission has asked the project’s DPP to rectify these problems.
Apart from training abroad, an expenditure of Tk 1.21 million has been made for internal training. The money will be spent on training 4,655 BFDC officials, employees, beneficiaries and stakeholders. The training allowance for each has been set at 1,500 taka. 1,200 have been spent on training materials (bags, notebooks and pens). Breakfast and lunch will cost Rs 500 per person.
Japan, Iceland, Germany and France are leaders in dry processing. BFDC will select these countries for training. 350 greenhouse mechanical dryers and 30 mechanical dryers will be built. BFDC has stated that overseas training is needed for these operations.
In the context of foreign training, said the Manager of Bangladesh Fisheries Development Corporation (Planning). Shamsuzzaman told banglanews: “30 officials will travel abroad under the project to learn how to increase the production and processing of nuts. Everybody is a prosecution officer. The machines will be purchased abroad under the project. You also need to learn how to operate these machines. If the formation is brought in from abroad, the quality of the dry products will increase. “
Under the project, a two thousand five hundred square meter landing deck, four-story laboratory, office, training center and 1,060 square meter dormitory will be built. Cold stores (with four chambers) with a capacity of 100 tons, a packaging factory and 36 dry goods outlets will be built. Within the framework of the project, 10 toilets, a liquid waste treatment plant or ETP, will be built by the water treatment plant (WTP).
Under the project, the basic salary of four officers has been set at Tk 69 lakh 16 thousand and the basic salary of 3 employees has been set at Tk 15 lakh 71 thousand. Furthermore, within the framework of the project a mobile allowance of taka 96,000 has been taken for one person. One person’s motor vehicle maintenance allowance has been set at Tk 21 lakh. The cost of gasoline and lubricant has been estimated at 38 lakh Tk. The rental allowance for the seven-person house has been set at Tk 36 lakh 10 thousand.
According to BFDC sources, the government will improve the management of the production, conservation and marketing of dried fish by reducing fish waste. Secure employment opportunities will be created for those involved in oyster production, processing, packaging and marketing.
According to BFDC sources, the nuts are produced in the palaces of Cox’s Bazar throughout the year. Although dried fish is a very common method of preserving fish, in many cases different types of agricultural pesticides are used in the production and preservation of commercial dried fish. Furthermore, it is not possible to make dried fish of the desired quality due to poor cleaning of the fish, lack of environmental, climate and quality protection.
Dry products produced in Bangladesh are exported to several countries, including Singapore, Hong Kong, Malaysia, the United Kingdom, the United States, and the United Arab Emirates.
It is estimated that 10 to 35 percent of the dry matter is lost due to rot and insect infestation in the sea area. Indigenous-made mechanical greenhouse dryers are very helpful in improving the quality of dried products.
