The government has mandated that grade 13 of the national salary structure be awarded to all assistant teachers in government elementary schools, regardless of their educational qualifications. The Ministry of Primary and Mass Education issued an order on Monday ordering everyone to improve their grades with the consent of the Ministry of Finance.

The order stated that with the consent of the finance department, the salaries of assistant teachers in government elementary schools were raised from grade 14 (trained) and grade 15 (not trained) to grade 13. This government decision on the terrain is quite commendable.

The finance department consent letter mentions in column 5, ‘Government elementary school teacher hiring rules, 2019, the position is eligible to be filled’ and condition 1 states that ‘the salary grade prescribed in column 4 above will be effective according to the qualifications / experience shown in column 5 ‘. That is, according to the 2019 hiring regulations, this condition of educational qualification will be applicable to those who are going to be newly appointed. In addition to the rest of the teachers who are already working, that is, those who have experience as assistant teachers, they will also benefit from improving the salary scale. But experienced assistant teachers who have not been hired in accordance with the ‘Government Elementary School Teacher Recruitment Rules, 2019’ and do not have a bachelor’s degree cannot set their salary at grade 13. There is frustration or anger among the teachers at the field level.

The order further said that according to the ‘Government Elementary School Teacher Hiring Rules, 2019’, the educational qualification prescribed by the assistant teacher is graduation. But earlier, in the ‘Elementary School Teacher Hiring Rules, 1983’, the educational qualification was SSC for female candidates and HSC for male candidates. In the ‘Government Rules for Elementary School Teachers, 1991’, the educational qualification was SSC for female candidates and HSC for male candidates. In the ‘Government Elementary School Hiring Rules, 2013’, the educational qualification was HSC for female candidates and graduation for male candidates.

Those who have been hired under the hiring rules prior to 2019, have been hired in accordance with the educational qualifications prescribed in the hiring rules. All those teachers have long experience. Therefore, the Ministry of Mass Education believes that all assistant teachers appointed under those rules can earn a grade 13 salary based on the qualification / experience mentioned in condition number 1 of the consent letter from the finance department.

Rule 10 of the 2019 Government Elementary School Teacher Hiring Rules states: “(1) The 2013 Government Elementary School Teacher Hiring Rules shall be repealed as soon as these rules take effect. (2) Notwithstanding said derogation, all activities carried out under said rules will be considered completed under these rules ”.
