On Tuesday, the additional secretary of the Cabinet Division (District and Field Administration Division), Sheikh Rafiqul Islam, told Jago News: “He (DC from Faridpur) has delivered a letter to us. We have sent a letter to the Electoral Commission in this regard. Because it is a matter of choice. If there is any violation of the code of conduct, if there is a problem, it will be addressed by the Election Commission.
Chairman of the Bangladesh Administrative Services Association and Senior Secretary of the Department of Local Government. Helaluddin Ahmed told Jago News: “We have informed the Electoral Commission on the matter. The code of conduct states that no member of parliament may participate in the electoral campaign during the election. He did it. That is why we have asked them to act. He also violated election rules by holding rallies within 48 hours of the election, making provocative statements against DC. We have also drawn the attention of the Electoral Commission in this regard.
He said: “We also see the legal aspect of the indecent comments that he (Nixon Chowdhury) made to a UNO woman about Aceland, abusive language.” This is a crime according to the ICT Law. We are investigating whether a case can be filed accordingly. We address these issues on behalf of the association.
‘All UNOs, magistrates, deputy commissioners are under the Electoral Commission during the elections. They remain under the Electoral Commission for 15 days. If the Election Commission does not take action against those who commit such harassment, then administration officials will not be interested in carrying out electoral duties in the future. If they have no security, if they are hampered in the fulfillment of their electoral duties, if there is no remedy for it, naturally no one will appear to fulfill their duties.
The top secretary said: “The Faridpur deputy commissioner has written a letter to the cabinet division and the electoral commission explaining everything.”
Helaluddin Ahmed also said that Prime Minister Sheikh Hasina has been verbally informed about this.
Faridpur DC Atul Sarkar has written to the cabinet department to take necessary action in this regard, saying the matter goes against the code of conduct. The Cabinet Division has written to the Electoral Commission (EC) to take legal action in this regard. The fight continues in the office area, including the secretariat, the heart of the administration.
The letter sent by DC to the Electoral Commission said that the by-election for the office of president of Charbhadrasan Upazila Parishad was held on October 10. For the sake of fairness and fairness of the elections, the required number of Executive Magistrates is appointed according to the demand of the Electoral Commission and the local Assistant Returning Officers. Local MP (Independent) Mojibur Rahman Chowdhury (Nixon), Charbhadrasan Upazila Parishad Winning President Md. Kausar and his supporters. Such behavior of them is a clear violation of the Upazila Parishad (Electoral Conduct) Rules 2018.
DC’s letter requested that necessary action be taken in this regard.
Mojibur Rahman Chowdhury (Nixon) telephoned DC Atul Sarkar to apologize for the Election Commission’s appointment of an executive magistrate for the election. Faridpur’s DC said in a letter to the cabinet department that it expressed various fears, including blocking the road, if its candidate was defeated due to the appointment of a magistrate.
He added that the Nixon Chowdhury-backed ship symbol candidate won Saturday’s election with more than 11,000 votes. But at 8:30 pm in the post-election public meeting, the winning candidate violated the electoral code of conduct. Kawshar and members of parliament and his supporters spoke out against the deployment of 12 magistrates and praised the local district administration.
He threatened and insulted the Deputy Commissioner and the District Magistrate, including the acting magistrate, in a highly defamatory and inaudible manner. His followers chanted several unpleasant slogans that are unimaginable for a Member of Parliament or a sane person.
Furthermore, he wrote in the letter that he (Nixon Chowdhury) had insulted the Charbhadrasan UN in highly indecent language when he was detained for a short time by Bhanga Upazila’s AC Land for violating the electoral code of conduct. The extremely defamatory and indecent comments against the Deputy Commissioner and the District Magistrate are an insult to the traditional institution like the District Administration that coordinates all kinds of development activities at the district level.
In calling for appropriate action in this regard, DC wrote that such grassroots statements would send the wrong message about the success of the government to the local population. It will also create extreme obstacles in the way of working with the honesty and fairness of the field administration.
