Raihan Uddin Ahmed, 33, died after being tortured by the Sylhet Metropolitan Police (SMP) at the Bandarbazar police post below the Kotwali Police Station for three hours, 10 minutes and 40 seconds. Chief Information Commissioner (DC) Azbahar Ali Sheikh said that such information came to light on the first day of the inquiry committee formed by the SMP.
Azbahar Ali Sheikh said CCTV camera footage showed two CNG auto-rickshaws arrived and stopped in front of the Bandarbazar police post at 3: 9:20 pm on Saturday. Later, Raihan got out of the autorickshaw handcuffed with three policemen. He was then taken inside the outpost on foot as usual. The next day, at 6:20 a.m. Sunday, Raihan was found dead in another autorickshaw with two police officers on his shoulders. The family later found his body at Sylhet MAG Osmani Medical College Hospital.

He is the son of the late Rafiqul Islam of Neharipara in the Akhalia area of Raihan City. Raihan’s father once served in the Border Guard and his grandfather in the police. Raihan worked as an assistant to two doctors in the city stadium market. He left behind a two-month-old daughter named Rahnuma Akhter.
Relatives allege that Raihan was beaten to death while in police custody for not receiving 10,000 rupees. The police claimed that Raihan was beaten to death during a robbery in a wooded area of the city’s 14th district. However, the local councilor said no such thing was seen in CCTV camera footage from the area where the mass beating was reported.
Raihan was arrested by members of the Bandarbazar police post from the Kastghar area of the city at 2.37 pm on Saturday, Deputy Commissioner Azbahar Ali Sheikh said. He said CCTV footage from the area was also found. There was no sign of a massive beating of Raihan. CCTV footage, the police and eyewitnesses and observation of the surrounding situation initially showed that Raihan was injured at the Bandarbazar police post. Later he was admitted to Sylhet MAG Osmani Medical College Hospital.
When asked if Deputy Inspector (SI) Akbar Hossain Bhuiyan, the officer in charge of the Bandarbazar Police Outpost, or any other police officer would be arrested, Azbahar said the investigating officer would do whatever he saw fit in the interest of Of the investigation.
Earlier, the SMP formed a four-member investigative committee on Sunday into allegations of Raihan’s death in police torture. Other members of the committee are Additional Deputy Commissioner (North) Shahriar Al Mamun, Additional Deputy Commissioner (South) Ehsan Uddin Chowdhury and Deputy Commissioner of the Airport Police Prabas Kumar Singh.
Meanwhile, four policemen, including SI Akbar Hossain Bhuiyan, the officer in charge of the Bandarbazar outpost, were suspended yesterday afternoon after police officers found evidence of irresponsibility at the Bandarbazar outpost for the death of Raihan. Three more members withdrew. Other suspended police officers include Bandarbazar Outpost Officers Harunur Rashid, Touhid Mia and Titu Chandra Das. The three retired police officers are Deputy Assistant Inspector (ASI) Ashek Elahi, ASI Qutb Ali and Officer Sajib Hossain.
Meanwhile, SI Akbar Hossain Bhuiyan, the main suspect in Raihan’s death, was seen in the office of Green YouTube, a YouTube channel in Westworld Market, Zindabazar, yesterday from 9 p.m. to 11 p.m. However, he was not agree to talk about Raihan’s death.
Raihan’s wife, Tahmina Akhter Tanni, filed a murder case against him at around 2.30pm on Sunday. No defendant’s name has been mentioned in the case.
According to the case brief, like every day, last Saturday at 3 pm, Raihan Ahmed’s workplace in the city’s stadium market, Dr. Golam Kibria and Dr. Go to Shanta’s room Rani. Since Raihan did not come home after 10pm, they called his mobile phone. Then the family hangs up their phone. Raihan called his mother from another number around 4:15 a.m. Raihan later said that he was at the Bandarbazar police post. He told him to go to the outpost with quick money to save him.
Raihan’s uncle, Habibullah, went to the Bandarbazar police post around 5:30 a.m. Later, a police officer said that Raihan was asleep. And the policeman who caught Raihan also went home. The police officer told Raihan’s uncle to come to the outpost around 9:30 am with 10,000 taka, according to the statement.
He further said: ‘According to the police, Habibullah went to the outpost again around 10:15 am. The police on duty informed him that Raihan had fallen ill and had been admitted to Osmani Medical College. Raihan’s uncle, Osmani, immediately went to the hospital and found out in the emergency department that Raihan was admitted to the hospital at 7.40am and died at 7.50am. At that time, Habibullah informed other family members and relatives and they went to the Osmani Medical morgue and saw Raihan’s mutilated body.
In the statement, the plaintiff mentioned: ‘Who or what took my husband to the Bandarbazar police post, kept him in police custody, beat him on the hands and feet and pulled out his nails? My husband died as a result of torture during the night at the police station.
