BCS is the highest deserving persons job in the country. It is difficult to find a candidate who has given the first option among the 27 cadres of the BCS. As you can see, the candidates have the educational cadre as their last option. As a result, those who are now working at various government universities on the BCS general education chart have come into teaching without being able to pass any other chart. The situation is similar for teachers in government elementary and secondary schools and educational institutions registered with the MPO. Most of them go to teaching without getting any other job. However, in parallel, most deserving people make it to university but do not stay until the end.
In this situation, Monday is celebrated as World Teachers’ Day 2020. Various teacher organizations are celebrating the day with various arrangements. The theme for this year’s UNESCO Day is “Teachers: Leadership in Crisis, New Ideas for the Future”.
Finding the answer to the question of why deserving people do not come to teaching, it is known that the teaching profession has no interest in the country. Even the salary of teachers in Bangladesh is the lowest in South Asia. Although teachers’ salaries and allowances have increased more than before, they are not advancing with dignity. Elementary teachers are still third-class employees, which is rare in the world. Although the 2010 National Education Policy spoke of a separate salary structure for teachers, it has not been implemented in the last 10 years. As a result, teachers are also focusing on other jobs without paying attention to their profession.
Professor Nazrul Islam, former chairman of the University Scholarship Commission (UGC), told Kaler Kanth: “We need good teachers to build a good nation. For this we have to pay attention first to the primary school. Talented teachers are needed. If you want to bring worthy people to primary education, you have to pay a good salary. They need to make arrangements so that they can fulfill their responsibilities without worry. Deserving students must also enter the high school and college level. Eligible individuals must pay an adequate salary for this. Investment in our education is still low, that’s the big problem.
Reviewing the salary scale of university teachers in some countries, it has been seen that in our country the base salary of a teacher is 22 thousand rupees and that of a professor is 64 thousand 700 rupees. However, in most countries there are no teaching positions at the university level. They started with an assistant professor. In India, the salary scale for assistant teachers is Rs 55,000, for associate teachers Rs 90,000 and for teachers Rs 110,000. In Pakistan, the basic salary of an assistant teacher is one lakh four thousand rupees, that of an associate professor is one lakh 56 thousand rupees and that of a teacher is two lakh 34 thousand rupees.
In Sri Lanka, the salary scale for an assistant teacher is one lakh five thousand rupees, that of an associate professor is one lakh 40 thousand rupees and that of a teacher is one lakh six thousand rupees. In Nepal, the salary scale for a teacher is 28,000 taka and that of a teacher is 75,000 tak. Apart from this, the university professors get accommodation, transportation and other facilities. And the salaries of teachers in the developed world are several times higher.
According to the latest data from the UGC, of the 14,557 teachers in the country’s public universities, 11,123 are working. Only 24 percent of the teachers were on leave, many of whom have gone abroad and are not returning. Some of them have been traveling abroad for some time.
There are around four lakhs of teachers in 65,720 government primary schools in the country. Three and a half lakh of them are still third-class employees. They have recently been promoted to grade 13. In this grade, teachers will receive a salary of 19,000 taka on a scale of 11,000 taka. And although the school principals have recently been promoted to second class, they have not yet received the property salary allocation. They will receive a total salary of Tk 21,500 in the 11th grade with a base salary of Tk 12,500. Even in our neighboring country, India, the salary of primary school teachers is around Rs 30,000.
Most of the educational institutions in our country are private. At present, the government pays the basic salary to about 5 lakh of teachers and employees through the MPO registry of some 30,000 educational institutions. Even the teachers in these educational institutions are not satisfied with their salaries and benefits. Teachers without BEs should receive a base salary of Tk 12,500 in the 11th grade at the beginning. Apart from this, they receive little house rent and medical allowance.
Nazrul Islam Rony, president of the Bangladesh Teachers Association, told Kaler Kanth: I receive a 25 percent Eid bonus, which has not changed in 16 long years. Our only demand on World Teachers’ Day is to nationalize the educational system in the year of Mujib.
Approximately 60,000 teachers and employees of 6,500 non-MPO educational institutions, some 5,000 university college professors with honors and masters, and some 20,000 independent Ibtedai Madrasas teachers in the country do not receive government salaries. They have been demanding MPO registration for a long time. Six lakh teachers from around 50,000 kindergartens are also heavily underserved. The salaries of these teachers have been suspended since March due to the closure of schools in Corona. Many have already changed professions. Most of them live inhumane lives.
