Dhaka South City Corporation (DSCC) has removed the dogs from the city despite repeated calls by animal rights groups against relocating stray dogs. Some dogs have been removed from the Student and Teacher Center (TSC) of Dhaka University and the Dhanmondi area and left in Matuail.

Tauhid Tanzim, a master’s student at Dhaka University and co-founder of the Animal Welfare Club, has been feeding more than a hundred dogs in the university area since the Corona epidemic closed in March.

He told The Daily Star: ‘I found out on Monday that the dog had been pulled from TSC. I immediately went there and spoke to the merchants. They told me a City Corporation car came in, picked up the dogs with nets, then injected the dogs and rendered them unconscious. Now eight or nine dogs are missing. These dogs have been neutered and vaccinated a few days ago.

‘Mayor’s Order’

If you want to know about the DSCC Veterinary Officer. Shafiqul Islam said they took out some dogs and left them on the streets of Matuail. Because dogs were causing problems and many had ‘objections’ against dogs.

When asked if anyone had any objections to dogs in the DU campus area, he said: ‘Not from TSC; The dog has been taken from Ramna Park.

When asked if anyone had complained about the dog after being informed about the Ramna Park closure, he replied, “No, no one objected.” It was the mayor’s order.

After reminding him that the transfer of stray animals is illegal under the Animal Welfare Act of 2019, he first said that it was not a transfer but a ‘temporary transfer’, that the dogs would ‘come back’ and then said: ‘It is an order from the mayor . We need to talk to him about this. ‘

He also admitted that some dogs were collected from the Dhanmondi Lake area on Tuesday and taken to Matuail.

‘Dogs are friendly, they have been vaccinated’

Nona Ahmed, president of the Stella Animal Welfare Foundation, also learned of a truckload of dogs at Lake Dhanmondi.

“I’ve been feeding these dogs for the past four years,” he told The Daily Star. All of these dogs have been neutered and vaccinated. These are very friendly dogs. When they are sick, I have cared for and treated them. I know there are no complaints about them; Because I feed them every day. ‘

He added: “Dogs were taken from different areas and kept in Matuail. That is not your area. There the dogs will fight each other and starve.

“Once these sterile and vaccinated dogs are removed, other dogs will come to the area and could pose a risk to human health.”

‘We sterilize and vaccinate dogs for human safety. It is for safety, not for dogs. They (DSCC) cannot reduce the number of dogs to zero. I don’t know what the municipal corporation is trying to do.

When asked about this, several traders in the Dhanmondi Lake area said: ‘Dogs are friendly to those who come for walks in the park. The dogs were not aggressive or dangerous.

That’s what the DSCC says

The mayor, private secretary (undersecretary), private undersecretary and personal assistant were contacted by phone and SMS more than once on Tuesday, but no comments were received from the mayor.

Each of them asked to contact the DSCC public relations officer.

When contacted, public relations officer Abu Nasser said he was not aware of any government order on the matter. They were in the early stages of deciding on the mayor’s “willingness” to remove the dog from DSCC based on public complaints.

He later contacted The Daily Star and told him that he had spoken to the mayor about the matter. However, the comment made the news.

He told The Daily Star: “Yes, we are recalling the dogs. We are heeding people’s requests.”

He said that the section of the Animal Welfare Act that prohibits migration is applicable to individuals or organizations. However, in accordance with the Local Government (City Corporation) Act of 2009, 15.3, 15.4, 15.5 and 15.10 of the Third Program and Section 51 of the Fifth Program and Section 16 of the Seventh Program, the City Corporation you can transfer or even kill a dog. Power.

According to a 2013 High Court order, the killing of dogs is prohibited across the country.

When asked what the law says, defender Manzil Murshid told The Daily Star: If there is such a clause, then the city corporation has no separate power.

Section 3 of the Animal Welfare Law establishes that the provisions of this Law shall prevail, regardless of any existing law.
