He says it has been proposed to send officials abroad to see the management of healthy food service for primary school students.
Noting that any project has provisions for officer training at home and abroad, the secretary said that spending on overseas training in the proposed project under the school feeding policy will not be wasted, but will increase the efficiency of the officers.
In the DPP sent to the Planning Commission of the Ministry of Primary and Mass Education, it was proposed to train about a thousand field officials abroad. Then came the news in various media that “a thousand officials are being sent abroad to learn how to cook Khichuri.”
In his office at the Secretariat on Tuesday, Mass Education Secretary Akram said: “The cabinet approved the school feeding policy. Based on this policy, we have submitted a project worth Rs 19,298 million to the Planning Commission. “
The photo was taken on January 8. The Minister of State for Primary and Mass Education inaugurated that day the activities of the school mill in Tungipara. Zakir Hossain; Khichuri are given to children in tiffins. The Secretary of Mass Education said that he has proposed to send officials abroad to see how these activities are being carried out in different countries.
He said the deadline for the ongoing project at 104 upazilas would end on December 31. “In the electoral manifesto of the Awami League, the midday meal will be introduced to all elementary schools in the country by 2023 in phases,” he said. With that electoral manifesto in mind, we have prepared and presented a plan until 2023 ”.
The secretary said: “There are two issues in this project. We will give lunch to the children. The food will be of two types. Three days of cookies and three days of cooked food. Currently, the cookies are given for six days. Khichuri is the richest protein in cooked foods.
“And for those who will implement it, we have trained in each project in the country and abroad for the capacity of our directors, officers who are at the field level. Every project has that component. This component includes the school feeding of a thousand officers in different countries, like our Minister of State and our Additional Secretary, we were supposed to go to Kerala, Delhi ”.
According to the secretary, the officials went abroad for training to gain experience in how midday meals are held in different countries and how they are managed.
“But we will not send people abroad because of how the khichuri is cooked. The project has not yet been approved. Yesterday there was a PEC meeting chaired by a member of the Planning Commission. We have some questions about it at the meeting, we will answer them. The ECNEC will be raised if they are satisfied after the reply, if ECNEC is approved, I will be able to implement it from January.
“Therefore, we will not send any official or employee abroad to cook khichuri. We don’t even want money for this, a newspaper has written that we have asked for 5-10 million rupees, no. “
The secretary for mass education said: “It is a huge task. The noon meal should be introduced for 14 million students in 85,720 elementary schools. I’ve put components in place to see how to manage, to look at the systems that exist in developed and developing countries, and to train them at home and abroad to build capacity. “
The dropout rate has dropped to less than three percent in areas where cooked food is provided to elementary students, the mass education secretary said.
