Dhaka: The cabinet also approved a draft of the ‘Aviation Policy and Drone Registration-2020’ with the purpose of allowing drones to fly more than five kilograms for entertainment, toys, non-commercial purposes and without military or state requirements.
The policy was approved at a virtual cabinet meeting on Monday (September 14) chaired by Prime Minister Sheikh Hasina.
The Prime Minister of Ganobhaban and members of the Cabinet of the Secretariat participated.
After the meeting, Cabinet Secretary Khandaker Anwarul Islam said in a briefing at the Secretariat that they had been debating for some time whether everyone could operate the drones however they wanted or whether any regulation was necessary. After 6/7 months of discussions and meetings, it has been divided into four classes with the opinion of everyone, including the experts.
The cabinet secretary said class “A” was made for entertainment, adding that children will use it as a toy. It must weigh less than five kilograms. If you weigh more than five kilograms, you will no longer fall for entertainment.
Anwarul Islam said that if one wants to fly drones of more than five kg for non-commercial purposes, there can be no commercial vision. Many people look at different things, such as doing forestry studies, researching, or writing books for their own work.
The cabinet secretary said he weighed more than five kilograms for commercial jobs. For example, somewhere the land or crops will be examined. Any processing industry will do, for example, if someone wants to make pineapple jelly industry, they can do a survey on Hill Tracks, how much production can come in, who can be a contract farmer, it is for commercial purposes.
Anwarul Islam said that class ‘D’ is used for state or military work, adding that drones are used in state jobs like Padma. In the rainy season, we see that we have four sections ready but they don’t fit. If it couldn’t function for the speed of water, then it would have taken 20 years to build the Padma Bridge. We have been using drones for the last four years. Playing with drones is all I need. Dredging has to be done in Matarbari, where the water level is, then the big ships won’t be able to get there. For example, he did something in Maheshkhali. The modern technology for these is the drone. For these or the army drones, it is the fourth class (d). These do not require permission.
The cabinet secretary said the use of drones for recreation or sports and for military or state needs would not be allowed. The Civil Aviation Authority will specify from whom the permit must be obtained.
Regarding the authorization process, the cabinet secretary said that the authority would determine it for the benefit of all. For example, if someone from Panchagarh wants to use a drone commercially, what will happen will be defined by the authority or there will be an online system.
When asked where drones can or cannot be flown, the cabinet secretary said the green, red and yellow zones had been set. You cannot go more than 500 feet to play or entertain. The rest have to ask permission.
He said that the red zone is a totally restricted zone as the airport, inside the cantonment, will not allow anyone to fly drones on the Padma Bridge. Because the drone cannot fly within the performance indicator (KPI). Here not only civil aviation must be granted, but also permission from KPI Authority must be obtained. If an international organization makes a documentary on the Padma, then civil aviation will not only have to give permission, but also permission from the KPI Authority.
