The Interior Ministry’s investigative committee into the murder of retired army major Sinha Mohammad Rashed Khan believes that shootings by law enforcement or police are increasing. The use of weapons in minor incidents has made members of the force extremely sensitive, which was recommended to stop in the investigative committee’s report. Relevant responsible sources have provided such information. Chittagong Additional Division Commissioner Mohammad Mizanur Rahman presented the report to Interior Minister Asaduzzaman Khan Kamal at noon on Monday (September 6). After receiving the report, Interior Minister Asaduzzaman Khan Kamal told reporters in the Interior Ministry’s conference room at noon on Monday (September 6): “We have not yet seen what is inside the report. Now our secretary will analyze it. You know, an investigation is being carried out according to the instructions of the court. That is why we cannot say anything publicly. We will inform the court about this. The court will remove the officer from us if he thinks. It is the jurisdiction of the court .
Meanwhile, responsible sources said the investigation committee had made 12 recommendations in its 60-page investigation report. The order of events is detailed in the report. The recommendation further stated that the district police should be instructed to be more vigilant in preserving the crime scene of the incident. A joint investigative team should be formed, similar to that of the FBI. However, the police committee member has given a note of dissent in this regard, said the person concerned. The report also mentions the role of the enforcement officers during the executive investigation into the shooting. However, it was not possible to know what else was recommended.
After presenting the investigation report to the Home Secretary on Monday afternoon, Mizanur Rahman, Chittagong Additional Divisional Commissioner, the head of the committee, said: ‘We have worked tirelessly to prepare and present this investigation report. I have questioned 6 concerned people and have taken their statements. He said: ‘The police force is working tirelessly to maintain law and order. This incident will not cloud your work in any way.
It is worth mentioning that on August 31, Commander (retired) Sinha Mohammad Rashed Khan was shot dead by the police in Baharchhara in Teknaf. On August 2, Cox’s Bazar Additional District Magistrate Md. Shahjahan Ali formed a three-member investigative committee. The Cox’s Bazar Additional Superintendent of Police was a member. Iqbal Hossain and a GOC representative from the Army’s Ramu 10 Infantry Division and the Cox’s Bazar Area Commander.
But the next day (August 3) the investigation committee was reconstituted with 4 members. Chittagong Additional Divisional Commissioner (Development) Mohammad Mizanur Rahman was appointed head of the committee. The Cox’s Bazar additional district magistrate said in light of the high-level investigative committee. Shahjahan Ali, additional inspector general of the Chittagong Range Police (DIG), said. Zakir Hossain and Lieutenant Colonel Mohammad Sajjad, GOC representative and Cox’s Bazar area commander of the Ramu Army’s 10th Infantry Division.
On August 3, the investigation committee began its formal work. Although the government fixed the working hours for the presentation of the investigation report to the commission at that time, the time was extended in three phases. But in the meantime, the investigation committee formed by the Interior Ministry was unable to question the ousted OC Pradeep Kumar and asked for another seven days to present its report, which lasted until 6 September.
