219 Bangladeshi expatriates from Kuwait, Qatar and Bahrain are exempt from article 54 liability.

The 219 expatriates arrested under Section 54 on the basis of a general newspaper filed at the Turag Police Station on July 4 have already been released on bail, the investigating officer told the court today. His statement said that specific information was available about his convictions in three countries. However, while he remained in the quarantine center in the area of the Turag police station, no specific evidence of crime was found there. For this reason, on 28 October a report was submitted to the Chief Metropolitan Magistrates Court in Dhaka to release them.
Shahin Alam of Chandpur filed an application in the High Court last month after being arrested under Section 54 after returning to the country from Bahrain. This raises doubts about the duration of the investigation into the activities of Section 54. On October 8, the same Chamber of the Superior Court ruled on the preliminary hearing of the claim.
