In the crisis of modern fire service and civil defense stations, the incidence of large-scale fires in the garment industry is on the rise. In recent years, the amount of financial losses in this sector due to accidents is Tk 47 crore. Where 118 people lost their lives in 259 fire accidents. In 2013 alone, there were 15,615 fire accidents. Although the government has approved 11 modern fire and civil defense stations in the garment industry area as an emergency, their implementation has been slow. The Planning Commission has rejected the proposal to increase the stamp and stamp from Tk 5 lakh to Tk 16 lakh. He has cut spending to three lakhs. The two-year project progress is only 20 percent in one year. Now the Fire Service and Civil Defense have proposed an extension of one more year with an increase in expenses. Concerned people say there is no modern fire and civil defense post in the area inhabited by the garment industry. Therefore, ECNEC approved the project to build 11 modern fire and civil defense service stations in these areas in 2019 at a cost of Tk 629.63 crore. But as of June this year, the project implementation rate is only 20 percent in one year. Where the money has been spent just over 10 percent.
According to the Fire and Civil Defense Service, in 2001 there were a total of 6,051 fire accidents throughout the country, which increased to 15,615 in 2013. Of these, 259 accidents occurred only in clothing companies. As a result, 116 people lost their lives. Many people were injured and died in the fire. It is almost impossible to put out fires in an unplanned area of the garment industry with an existing fire service station outside the industrial area. Also, most factories are located in multi-story buildings. The incidence of major fires in industries is increasing at an alarming rate. Notable events are Hamim Garments in Ashulia, Savar in 2010, Garib & Garib Company Limited in Bhogra Gazipur in 2009, Tazreen Fashion Limited in Ashulia in 2012, Messrs. Tung Nai Sweater Limited in Mirpur in 2013 and Gazide in 2013. Also, the collapse of some garment industry has complicated matters. Spectrum Garments in 2004, Phoenix Garments in 2006 and Rana Plaza collapsed in Savar in 2013. More than 1,100 people died in the accident. Two thousand five hundred workers were injured. The rescue operation was completed in 20 days.
On the other hand, most of the country’s export trade comes from the clothing sector. And in recent years, due to various accidents, including fires in this sector, the national image has been threatened by foreign buyers. Most of the garment industries are located in Savar, Ashulia, Konabari Gazipur Crossroads, Salna Crossroads, Shibu Market in Narayanganj, Kanchpur Bridge, Chittagong Metropolitan Area around Dhaka. There are very few fire stations in these areas. Foreign buyers have imposed prerequisites to ensure safety against all accidents, including fire safety. With this in mind, the government has planned 10 modern fire and civil defense stations in Dhaka and Chittagong. These are: Gazipur Crossing, Rajendrapur Crossing, Konabari, Kashimpur Sarabo, Ashulia Jirabo, Kanchpur Bridge, Fatulla Shibu Bazar, Karnafuli, Khulshi, Matarbari Fire Stations in Chittagong. 9.48 acres of land will have to be purchased for 11 of them. A three-story station on a six-story base is required, purchase of 19 water vehicles, 20 tow vehicles, 10 ambulances, plus various fire extinguishers.
The Planning Commission says a project to build 505 fire stations is currently underway. Excluding all those places, the place in this project must be determined. Here it is suggested to install a station in the Padma Bridge area. According to the PEC, there appears to be a discrepancy in the project proposal regarding the price of the land.
When asked about the project on his mobile phone with the project manager, Md Shahid Atahar Hossain, he told Naya Digant that the project is implementing public works. Some land acquisition costs have increased. Additionally, spending in other sectors has decreased. And the committee has had the proposal made in the PEC revised with some cuts.
Regarding the purchase of stamps and stamps worth Tk 16 lakh, he said that initially it was Rs. 5 lakh. Later, for 11 public works, he proposed to increase it by one lakh taka and another 11 lakh taka to 18 lakh taka. But the member of PEC’s physical department has reduced it to three lakh rupees.
Regarding the progress of the project, PD said that seven of the 11 lands have been acquired. Four lands are in process. It will not be within the stipulated time. That is why public works have been asked for a year. Hopefully the job will be completed in the extended time. These stations are very important for the garment industry area.
