The Verkhovna Rada sent Bill No. 3711 by President Volodymyr Zelensky on judicial reform, which the Constitutional Court deemed inappropriate for the Basic Law. The law proposes to abolish the reduction of the number of judges.

The bill was sent for a second first reading. 239 parliamentarians voted in favor of this decision.
Background
In winter, the CCU recognized as unconstitutional certain norms of the president’s judicial reform, namely:
- liquidation of the Supreme Court of Ukraine;
- changes in the number of members of the Armed Forces and the amount of the remuneration of a judge of this court
- the status and organization of the activities of the judicial management bodies: the Higher Council of Justice and the High Qualification Commission of Judges of Ukraine;
- the activities of the Integrity and Ethics Commission;
- the procedure for the disciplinary process of the GRP disciplinary chambers against a judge.
In the operative part of its decisions, the CCU recommended that Parliament urgently adapt the provisions of the legislation to these decisions.
The President’s Bill # 3711 proposes to eliminate all of these problems.
Let us remind you that previously the Venice Commission as a whole positively evaluated the bill on the judicial system and the status of judges No. 3711. The experts pointed out the need to fill around 2 thousand vacancies for judges.
As RBC-Ukraine wrote, Zelensky proposed to the Verkhovna Rada to change its judicial reform, which the Constitutional Court deemed inappropriate for the Basic Law.
Then, previously the CCU recognized unconstitutional the provisions of Zelensky’s judicial reform, in particular, it was recognized as unconstitutional, including the reduction in the number of Supreme Court justices from 200 to 100.
