The Supreme Court recognized that the President of Ukraine is obliged to communicate in the language of the state while on duty. However, the president has no legal responsibility for communication in another language outside of the exercise of his powers.
This is stated in the message of the press service of the Supreme Court.
The court considered a lawsuit requesting that President Volodymyr Zelensky’s communication on May 23, 2019 in the iForum-2019 forum in a non-state language be declared illegal and that he be obliged to refrain from communicating in a non-state language in the exercise of their powers.
The court refused to satisfy the lawsuit in its entirety, but indicated that Zelensky was required to communicate in the state language while on duty.
At the same time, for acts committed within the framework of political activity, and not during the exercise of his powers, the President has political responsibility, not legal. Taking into account the above, the court concluded the process, since the complaints made by the plaintiff are not subject to consideration in the administrative procedure. “, – reported in the press service of the Armed Forces.
Recall that earlier the Constitutional Court of Ukraine was asked to clarify whether it is possible to bring the president to administrative responsibility.
This appeal was presented to the court in the context of the possibility of fining Zelensky for violating the quarantine.
