Ukraine’s President Volodymyr Zelensky was surprised that Ukraine’s MPs did not solve the problem due to the mandatory introduction of cash registers for individual entrepreneurs for several months. He wanted to partially fix this problem himself.

The President of Ukraine Volodymyr Zelenskyy is extremely surprised that the individual-businessmen cannot clearly explain the problem of the mandatory introduction of cash registers that interest them, therefore the Office of the President intends to follow this situation, said on November 18 the Advisor to the Head of the Office of the President, Mikhail Podolyak, in a comment to Interfax-Ukraine. …

According to him, Zelensky, responding to “the strange inability of the deputies to find an optimal solution in several months”, decided to partially take over the management of this problem.

“The president wants to receive arguments from all parties and study the problem more deeply. Today, the president decided to conduct an appropriate screening and receive detailed comments from all interested parties,” Podolyak said.

He added that the head of the President’s Office Andriy Yermak is also involved in this issue.

Podolyak believes that parliament must find a solution that takes into account the interests of the state and all taxpayers, including protesting businessmen.

“This conflict has clearly been protracted and is clearly moving from the sphere of economic dialogue to the sphere of purely speculative politics,” he said.

On the afternoon of November 17, the businessmen gathered for the protest action for the Right to Work. They opposed the introduction of cash registers and quarantine restrictions. During the action, there were clashes. The clashes broke out with renewed vigor in the evening after the deputies did not support the bill №4313-d on the postponement of the introduction of cash registers for natural persons-entrepreneurs (FLP). The protesters tried to break into the Rada building, but the security forces would not let them pass.

On September 20, 2019, the Verkhovna Rada passed a bill that allows the use of settlement transaction software (PPO) recorders alongside traditional ones, as well as forcing individuals-entrepreneurs to use PPOs. At the same time, the introduction of PPO software did not affect individuals, nor individual entrepreneurs who are in the first group of taxes. On December 17, it was signed by the President of Ukraine, Volodymyr Zelensky.

The rule on the use of PPO by individuals-entrepreneurs from the second to the fourth group, as well as by all sole proprietors of the “risk group” (online stores; courier services; sellers of complex and electronic household appliances for which the issues a guarantee; sellers of jewelry, spare parts, used goods; restaurants, cafes; travel agencies, hotels, reservation services) should come into effect on January 1 of next year. As of April 1, 2022, all but the first FLP groups must use the PPO.

Bill No. 4313 proposes to postpone the introduction of the mandatory application of PPO and PPO software for individual taxpayers from the second to the fourth group until January 1, 2022. In the last plenary session, the parliament sent this bill for review following a failed vote.
