According to the Minister of Health of Ukraine Maxim Stepanov, the medical reform developed by the previous leaders of the Ministry of Health is not adapted to the Ukrainian realities.

The Ukrainian Ministry of Health does not intend to stop the second stage of medical reform, which began on April 1, 2020. This was stated by the head of the Ministry of Health, Maxim Stepanov, reports on May 11 the service of department press.

According to Stepanov, all the actions of the current leadership of the Ministry of Health aim to prevent the loss of medical personnel and the closure of Ukrainian hospitals as a result of the reform.

“Medreform, as we received it, means the dismissal of some 50,000 medical workers and the closure of 332 hospitals. Our team works to urgently change the situation so that the state does not lose doctors and there is no massive closure of hospitals,” he emphasized. the minister.

According to the head of the department, the reform developed by the previous leaders of the Ministry of Health is not adapted to the Ukrainian realities.

“The Ukrainian National Health Service calculated the rates that the Cabinet of Ministers approved on February 5. These rates were calculated just two months before the start of the second stage of the reform. Most of the rates were developed without consulting the relevant doctors, that is, were made by officials who do not have a complete understanding of how medicine really works, “Stepanov said.

He believes that the process of reform of Ukrainian medicine can take about three years.

“The Ministry of Health will develop fair rates to which the industry will be financed in 2021. The new rates will be based on market wages for industry workers and high quality standards for the provision of medical services,” concluded the Minister.

Medreform in Ukraine started in April 2018. In the first stage, the Ukrainians chose a family doctor and signed a statement with him. The second stage of the reform was supposed to start on July 1, 2019, but as a result, its launch was postponed to April 1, 2020.

As part of the second phase of the reform, hospitals switched to another financing system, now the National Health Service is allocating money to them. As of April 22, the CNS has signed agreements with more than 1,600 institutions.

Stepanov said that at current prices in 2020, funding for 984 hospitals would decrease by 10-50%, which could lead to cuts in healthcare workers.

President of Ukraine Vladimir Zelensky On May 4, he demanded that the Ministry of Health and the Verkhovna Rada review the medical reform. According to the president, due to the new financing mechanism, some 50 thousand doctors may be out of work, 332 clinics will close. He suggested recognizing mistakes and developing mechanisms to correct them.

The Ministry of Health declared that they would make adjustments to the implementation of the medical reform.
