Earlier, the UN called on the parties to the conflict to take all measures to minimize the loss of human life and the destruction of civil infrastructure.
Attacks that violate the principles of selectivity and proportionality can be considered war crimes, the UN representative said.
The shelling of civilian-inhabited areas in Nagorno-Karabakh by the Azerbaijani army can be classified as war crimes. This was stated by the United Nations High Commissioner for Human Rights, Michelle Bachelet, as reported on Tuesday, November 3, by the Interfax-Ukraine news agency.
He recalled that previously the UN asked the parties to the conflict to take all possible measures to avoid or at least minimize the loss of human life and the destruction of civil infrastructure.
“Instead, houses have been destroyed, streets have been ruined, and people are forced to flee and seek refuge in basements,” Bachelet said.
He also expressed deep concern about the widespread video recordings of the Azerbaijani army executing two captured Armenian soldiers.
“Although many false images circulate on social media, extensive investigations by journalistic organizations have shown that these videos likely show Azerbaijani soldiers arbitrarily executing two captured Armenians in military uniform, and this information is deeply disturbing,” he said. Bachelet.
Let us remind you that earlier the OSCE Minsk Group stated that the Foreign Ministers of Armenia and Azerbaijan at a meeting in Geneva agreed not to shoot at civilian objects in Nagorno-Karabakh.
