Until the end of the heating season, Ukrainians will receive new monthly payments for gas. The fee is recalculated based on the prices on the exchange at the end of each month. In addition, effective January 1, the gas license fee (“pipe fee”) will be recalculated.
At the National Energy and Public Services Commission (NEURCU) OBOZREVATEL was informed: an increase in the “second payment” cannot be avoided, although officials are not in a hurry to give exact figures.

Why and who to pay?
Subscription fee – the money we pay to regional gas companies for the maintenance and service of the infrastructure. You have to pay all year round, even if in some month, for example, you took a business trip and did not use blue fuel, the monthly fee will remain the same amount as always.
So each region and each regional gas company has its own rate per cubic meter of gas supply. For the period from October to October (the so-called gas year), the total volume of gas used is calculated. For example, during this period you spent 400 cubic meters. These 400 cubic meters divided by 12 months and multiplied by your regional gas rate.
The amount received is a monthly subscription fee.
How will the rate change?
NEURCU member Oksana Krivenko told OBOZREVATEL in her comments: The cost of the monthly fee will change, the new fees have not yet been approved, but this cannot be avoided. The cost of labor has increased, the size of wages has changed, the economic situation in companies has changed – All of this ultimately leads to increased rates.
“There are no new rates yet, I cannot even predict them for you. But of course the procedure is underway, we have a methodology and the capacity will be calculated,” says Krivenko. The NEURC member did not mention the possible size of the price hike.
At the moment, there are not even approximate figures, since at this stage public hearings are held, the rate structure is approved. However, depending on the region growth can be 30% or more. “There will be a new calculation of the subscription fee. It will also be by volume. Now you pay according to the volume of gas you used in the last heating season. And starting on January 1, the heating season that ended in 2020 will be calculated If you spend more gas then you will pay more and monthly installments “, – said OBOZREVATEL in the press service of Kyivenergo.
What if I just installed a meter or recently moved into the house?
Starting in 2021, all Ukrainians who use gas must install meters. This is necessary not only to calculate the amount of the monthly fee, but also to generally keep gasoline. According to the law “On business accounting”, this is a requirement for everyone.
In NKREKU OBOZREVATEL they say: those who heat houses and apartments with gas already have meters. There are only apartments that use gas only for cooking. They can request their regional gas and get a free apartment meter.
If you have just installed the meter, as they say in “Kievoblenergo”, they will count according to the consumption standard. In case there is a gas stove and a boiler, it is about 25 UAH.
The introduction of a subscription fee is part of the gas market reform. Due to the fact that the payment was divided into two components (the first – gas as a product, the second – for the maintenance of the pipeline), starting from August 1, Ukrainians can choose a supplier themselves. The blue fuel will go through the same pipes, the same regional gas will accept the monthly rate, but, for example, instead of the sale of gas, it will be possible to pay directly to Naftogaz. That is, it became possible to pay at different rates and receive a different service.
The amount of the monthly fee may increase even if the gas itself becomes cheaper. Repair, modernization payment, employee salaries, consumables – all this is getting more expensive every month.
