In Ukraine, bank customers, when opening an account remotely, no longer need to physically present an ID card or biometric passport if they have a digital passport or a foreign digital passport in the Diya mobile app.
On this with reference to the decision of the NBU informs the publication Finbalance. All Ukrainians who have biometric documents (identity card and international passport) will be able to use this method. To do this, they need to install the Diya application on their smartphone and verify to obtain a digital passport or a foreign digital passport using the BankID System of the NBU.
What is a digital passport?
A digital passport is a digital analog of paper documents in the Diya mobile app. The information is displayed electronically, containing the identification card and biometric passport of a citizen of Ukraine. A digital passport is more reliable than a regular paper passport, but no less reliable than its plastic counterpart. Allows you to obtain reliable user data from official government records.
How will the new method of customer identification and verification be carried out?
The bank will be able to use this method after connecting to the systems of the Ministry of Digital Transformation.
In general, the process will look like this:

the bank will offer a potential customer to identify themselves in “Diy” through the BankID system of the NBU;

after successful identification, the customer shows digital documents according to the data contained in state records;

Through secure channels, the bank will receive the customer’s data and will also make their photographic fixation through the facial recognition method;

then the customer can use the bank’s services.
In addition, in the same way, the client may share a copy of a digital passport or foreign digital passport in a bank branch. This will reduce customer service time, as it will not be necessary to make copies of the passport, as is happening now.
What are the advantages of the new method?
In fact, today is the only opportunity that financial institutions have to remotely verify citizen identification data contained in state records. The advantages of this method:

reliability for banks: such identification data is obtained from a reliable source;

digitization of processes and acceleration of bank customer service.
When will banks be able to offer this method to their clients?
The Ministry of Digital Transformation of Ukraine plans to launch this mechanism after testing the functionality. At the same time, banks will need time to connect to the systems of the Ministry of Digital Transformation and configure operational processes.

about 3.5 million ID cards that Ukrainians have received since 2016;

around 17 million biometric passports.
As previously reported by OBOZREVATEL, in Ukraine, some banks, due to the new Financial Monitoring Law, began to block even small transfers. Sometimes the deposits are also “frozen” and to get the money back, you have to submit a request to the bank and leave a complaint with the NBU.
