In 1991, Nagorno-Karabakh, with the support of Armenia, declared its independence from Azerbaijan. This led to hostilities that lasted until 1994. On October 9, during the negotiations in Moscow, the representatives of Azerbaijan and Armenia agreed to a ceasefire in Nagorno-Karabakh starting at 12:00 on October 10. However, after the start of the truce, both parties accused each other of breaking it.
