According to him, the negotiating parties must agree on the mandate of this mission. At the same time, the introduction of peacekeepers is not a plan B to resolve the conflict in Donbass.

“Peacekeepers are one of the solutions, including the basic model of the Minsk accords,” Reznikov said.

He added that peacekeepers must monitor and ensure security. At the same time, the Minsk accords only speak of monitoring the OSCE without a peacekeeping mandate. And if a mission is introduced, it should include those whom Ukraine and Russia trust.

“What kind of mission could it be? Or is it a mandate from the UN Security Council, or from the OSCE …”, Reznikov stressed.

He gave an example from 25 years ago, when in Croatia, near the town of Vukovar on the border with Serbia, there was a mission with a mandate from the UN Security Council, which provided a transition period of 1.5 years, after which local elections were held.
