If the transport reform is successfully implemented in Ukraine, discrimination against privileged categories of passengers will be eliminated. This will be possible thanks to the introduction of a system of public services for the transport of passengers (public passenger transport services).
The carriers that win the tender for the maintenance of “socially important” urban routes will be additionally financed from the budget. But their income will not be formed on the principle “how much money they raised, how much they earned”, but will depend directly on the accumulated mileage, the high quality of transport services and the absence of complaints from passengers. In each territorial unit, it is planned to create an authorized company that will select the transport service providers based on the results of the bids, enter into contracts with them, monitor their implementation and pay the carriers their profits, previously agreed upon in the terms. of the contract. Where, the fee will not go to the carrier’s pocket, but directly to the authorized company… The same company will simultaneously receive budgetary funds for state support of carriers that provide services on socially important routes. That is, by accumulating money from the rate and received from the state, the company will generate a stable income for each carrier.
Therefore, receive a guaranteed and pre-determined payment under the contract, the carrier will not care how many and what categories of passengers it carries… In such conditions, hearing from a “minibus” a refusal to transport, arguing that “there are already beneficiaries”, is reduced to a minimum. If this happens, the passenger will be able to complain to the authorized company, and the latter has the right to fine the unscrupulous carrier and reduce its contractual profits.
And vice versa, if the transport service provider consistently provides high indicators of reliability and comfort, you are entitled to a “salary” bonus. The corresponding innovations are proposed by Bill No. 5149, which, among other things, modifies the laws “On automobile transport” and “On urban electric transport”.
In addition, the document provides provide passengers with a special vehicle free of charge, with the help of which an electronic ticket will be read through the payment terminals. The installation of such terminals will be a prerequisite for the conclusion of contracts with the carriers that will provide public transport services.
In the case of commercial carriers, their transportation costs of “privileged recipients” will be compensated by the state only in the case of the introduction of POS terminals for the payment of trips. If this system does not work on the route, then the bill proposes to provide citizens with benefits to pay for the trip in cash, that is, to monetize them. How this will happen, the government will decide separately.
As OBOZREVATEL reported, the Cabinet of Ministers expects the Rada to adopt a law on rail transport, which will create separate markets for freight and passenger traffic on rail.
