On Monday, October 26, a new distribution of the country by quarantine zones in Ukraine comes into force: 10 regional centers have already appeared in the red zone.
This decision was made on October 23 by the State Commission for Safety and Technogenic and Environmental Emergencies. (TEB and ES).
For those areas and cities where the quarantine was tightened, the decision will be in effect for at least two weeks.
Kiev is still in the orange zone. And in the green now there is not a single regional center.
NV recalls which regions fell into the areas of the strictest restrictions, as well as which bans the local authorities will or will not introduce.
The red zone expands: for the first time there are 100 administrative units
According to the new distribution, in the areas of the red zone, with the highest level of epidemic danger, there were 100 administrative units of Ukraine. (cities and separate areas of regions). This is a significant deterioration: as of October 26, this regime operated in 68 cities and regions.
«Not a single regional center entered the green level, – the head of the Ministry of Health, Maxim Stepanov, commented on the current situation. – And 100 administrative units are assigned to the red level: the 15 administrative units of the Lugansk region due to the excess of the bed occupancy rate by 75% for 5 days in a row and 85 additional administrative units of 18 regions of Ukraine due to the excess of the incidence rate during the last 14 days in 320 people for every 100 thousand inhabitants “.
As of today, the red zone includes:
- cities of Vladimir-Volynsky and Novovolynsk, Kivertsevsky district Volyn region;
- Slavyansky district Donetsk region;
- the towns of the Berdichev and Korosten, Berdichevsky, Korostensky, Luginsky, Lyubarsky, Chernyakhovsky and Chudnovsky districts Zhytomyr region;
- Perechinsky district Transcarpathic region;
- Ivano-Frankivsk city and Tysmenytskyi district Ivano-Frankivsk region;
- the towns of Boryspil, Vasilkov and Obukhov, Boryspil and Obukhov districts Kiev region;
- the cities of Lisichansk, Rubizhne and Severodonetsk, Belovodsky, Belokurakinsky, Kremensky, Markovsky, Melovsky, Novoaydarsky, Novopskovsky, Popasnyansky, Svatovsky, Stanichno-Lugansky, Starobelsky and Troitsky Lugansk region;
- Sokalsky District Lviv region;
- Nikolaev city Nikolaev region;
- the cities of the districts of Belyaevka, Izmail and Teplodar, Baltsky, Berezovsky, Ivanovsky, Ovidiopolsky, Podolsky, Savransky and Tatarbunarsky Odessa region;
- Poltava city Poltava region;
- the cities of the Rivne, Varash, Dubno and Ostrog, Zdolbunovsky and Kostopolsky districts Rivne region;
- the cities of Sumy and Lebedin, Sumy region Sumy region;
- the towns of the districts of Ternopil, Berezhany, Kremenets and Chertkov, Borshchevsky, Zaleshchitsky, Kozovsky, Monastyrisky, Podvolochissky, Podhaetsky and Ternopil Ternopil region;

Therefore, 10 regional centers were in the red zone: Ivano-Frankivsk, Poltava, Sumy, Ternopil, Kharkiv, Khmelnitsky, Chernivtsi, Chernigov, Rovno and Nikolaev. (the last two cities, for the first time).

Orange zone: Kiev and 11 regional centers
The orange level of epidemic danger is established in 437 administrative units (37 more than a week before).
Kiev remained in the orange zone and already 11 regional centers: Vinnytsia, Lutsk, Zhitomir, Lviv, Dnipro, Kramatorsk, Uzhgorod, Zaporozhye, Odessa, Kherson, Cherkasy.
In addition to them, the orange mode is installed in the following cities:
- Zhmerynka, Kazatin, Ladyzhin, Mogilev-Podolsky and Khmelnik from the Vinnitsa region;
- Kovel from the Volyn region;
- Volnogorsk, Kamenskoe, Zheltye Vody, Kryvyi Rih, Manganets, Nikopol, Novomoskovsk, Pavlograd, Pershotravensk, Pokrov, Sinelnikovo and Ternovka from the Dnepropetrovsk region;
- Avdeevka, Bakhmut, Ugledar, Dobropolye, Druzhkovka, Konstantinovka, Kramatorsk, Liman, Mirnograd, Mariupol, Novogrodovka, Pokrovsk, Selidovo, Slavyansk, Soledar and Toretskoye from the Donetsk region;
- Malin and Novograd-Volynsky, Zhytomyr region;
- Beregovo, Mukachevo, Khust and Chop from the Transcarpathian region;
- Berdyansk, Energodar, Melitopol and Tokmak from the Zaporozhye region;
- Kalush, Ivano-Frankivsk region;
- Belaya Tserkov, Berezan, Irpin, Pereyaslav (Pereyaslav-Khmelnitsky) and Fastov, Kiev region;

Yellow and green areas: “islands of safety”
In Ukraine, there are fewer and fewer districts and cities where the Ministry of Health considers the spread of COVID-19 moderate.
These are mainly outbreaks in the Ivano-Frankivsk, Kiev, Kirovograd and Kherson regions, where many areas are in the yellow zone, and in Kirovograd – exclusively in yellow and green.
As of October 26, 53 administrative units belong to the yellow zone and only 27 cities and districts belong to the green zone. (while a week ago the green zone covered 54 administrative units).
What are the limitations (no) present to local authorities
When the Cabinet of Ministers only introduced the principle of distribution by quarantine zones, it was assumed that the following restrictions would apply in red zones:
- prohibition of the operation of shopping and entertainment centers, cafes and restaurants;
- prohibition or restriction of urban and regional transport work;
- ban on visiting educational institutions, including schools and universities.
Later, however, local fuel and energy and emergency commissions were allowed to participate in the development of special quarantine measures for a particular region, taking into account the wishes of local authorities.
As a result, it turned out that almost nowhere in Ukraine, after the introduction of the red zone regime, maximum or local closures were not introduced: they did not stop transportation, they did not completely close shopping and entertainment centers and restaurants.
Obviously, as of October 26 in many cities – “newcomers” from the red zone, such bans will not be introduced either.
For example, in Poltava he said there will be no additional restrictions in the city.
«The city continues to function, people with jobs and salaries, the economy is working and not on pause. And I answer to all the skeptics: after the elections everything will work too, ”said Poltava City Council Secretary Oleksandr Shamota.
According to him, public transport, markets, shopping malls, gyms, beauty salons will operate in the city and even cinemas will work again.
A similar decision was made in the Kharkiv region… There, cinemas were allowed to start operating, taking into account all restrictions, as well as holding training camps for athletes from the region, who are part of the Ukrainian national teams in various sports.
What will happen to schools and studios in the red zones?
After the end of fall break, schools in red zone regions must continue the educational process. in remote format.
This was previously announced by the Acting Minister of Education and Science, Sergei Shkarlet.
«Our position: children should study in full format and receive a quality education. Depending on the epidemic color of the region, some will start training full time, others, if it is a red zone, will remain remote. Unfortunately, ”he said.
According to Shkarlet, primary school students will return to their desks after the holidays, despite the situation with the coronavirus in the region. Students in grades 5-11 will study according to the level of the epidemic: in a blended or distance learning format.
«We will definitely return to our usual life. This will happen faster, subject to strict compliance with the quarantine recommendations of the Ministry of Health, ”added the head of the Ministry of Education and Science.
