The head of the Kiev District Administrative Court, Pavel Vovk, said pressure was put on the Higher Council of Justice, which left the request of the Prosecutor General of Ukraine without consideration.
The head of the Kiev District Administrative Court, Pavel Vovk, considers objective the decision of the Supreme Council of Justice (SCJ) to return, without consideration to the Attorney General of Ukraine Irina Venediktova, a petition to suspend him from his post. Vovk wrote about this on Facebook.
“Despite unprecedented pressure, the SCJ approached the issue objectively and did what it was supposed to do in accordance with the letter and spirit of the law: it returned the request without consideration, as the suspicion was not properly addressed. This is not the end of this story, but it is a bold comma. which already allows us to ask some questions, “Vovk said.
He promised to find out why “the Supreme Court was silent, not reacting in any way to the unprecedented and absolutely illegal pressure on the judicial system. ”
Vovk thanked everyone for their support and said he was returning to his workplace.
On July 17, the National Anti-Corruption Office of Ukraine (NABU) reported that law enforcement officers handed over suspicions to the president of OASK Vovk, his deputy Yevgeny Ablov, five other judges, as well as the head of the State Judicial Administration Zenoviy Kholodnyuk.
The NABU explained that Vovka was charged with part 3 of art. 27, art. 351² (organization of obstruction of the activities of the Higher Council of Justice, the High Qualification Commission of Judges of Ukraine), part 3 of art. 27, part 2 of art. 375 (organization of a deliberately unfair verdict, decision, sentence or ruling by a judge (judges) and Part 2 of art. 376 (interference in the activities of the judiciary) of the Criminal Code of Ukraine.
The suspicions are based on an analysis of the records that were made in Vovk’s office and published on July 26, 2019. Later, the prosecution said that OASK judges systematically interfered in the activities of the highest authorities in Ukraine . The UASK announced a serious interference in its activities, attempts to pressure the judges and discredit them. Vovk said the courtroom searches are a “circus” and that the recordings of the judges’ conversations, made public by law enforcement officers, were falsified.
On August 11, NABU announced Vovk, four OASK judges, and two former members of the College of Supreme Qualification Judges on the wanted list, as they did not appear for questioning.
According to Ukrainska Pravda, Venediktova signed a filing with the SCJ on the removal of several OASK judges (including the president of the court, Pavel Vovk) on August 14.
On September 1, the SCJ considered the request of the Attorney General of Ukraine, requesting the temporary removal of Vovk from justice.
