The Commission on Issues of Missing Persons in Special Circumstances can fully work in Ukraine by the end of March, said Natalya Zaretskaya, head of the Plenipotentiary office of the President of Ukraine for the rehabilitation of combatants.
As noted in the message from the Office of the President, he expressed hope that the head of the commission could be elected within two weeks.
«If everything goes according to plan, all formal procedures will pass, in March the commission will start working fully, ”Zaretskaya noted.
He also said that according to data from the Armed Forces of Ukraine, today 69 Ukrainian soldiers are considered missing. Zaretskaya noted that the search work did not stop and was carried out by the forces of the National Police and the army in the combat zone within the framework of the humanitarian project of the Armed Forces of Ukraine Evacuation 200, as well as by public organizations.
«The main difficulties are searches in uncontrolled territories. Actions in the temporarily occupied territories are coordinated in a political format through the Trilateral Contact Group. And, unfortunately, today it is not possible to obtain the permission and a guarantee of security of the records due to the position of the opposite side, ”said the authorized representative of the President of Ukraine for the rehabilitation of fighters.
Zaretskaya added that today only the International Committee of the Red Cross can work in the occupied territories.
Now the general registry of the disappeared, both military and civil in the ATO / JFO zone in the temporarily occupied territories, is carried out by the SBU through the Joint Coordination Center created within its structure, which receives summary information.
Furthermore, according to Natalya Zaretskaya, the legislation provides for the operation of the Unified Registry of Missing Persons in Special Circumstances. According to current legislation, its administrator must be a state company controlled by the Ministry of Justice and the owner must be a commission.
«Technically, the Unified Registry can be created and operational in six months, if adequate funding is provided, ”he said.
