Russia has gotten into a trap by agreeing to sign the Minsk accords. This was stated by Oleksiy Reznikov, Deputy Prime Minister and Minister for the Reintegration of Temporarily Occupied Territories of Ukraine, on the air of Ukraine 24 television channel on September 20.

“When the Russians agreed on a political and diplomatic agreement, which we call the Minsk Accords, since this is not an international treaty, they also got into a certain trap, because they agreed that the elections in ORDLO [отдельных районах Донецкой и Луганской областей] it will be supervised by the OSCE Office for Democratic Institutions for Human Rights, “he said.

According to him, the bureau works only with the Copenhagen Standard, which clearly stipulates that there cannot be free and independent elections in a territory if it is not controlled by the government.

“Because the government is obliged to give security guarantees to the employees of the upcoming monitoring mission,” said the deputy prime minister.

The Verkhovna Rada appointed local elections in Ukraine for October 25… The corresponding resolution was adopted on July 15. The document says that local elections in the occupied territories of Donbass and Crimea will not take place due to the impossibility of organizing them. The deputies noted that elections in these territories will be designated by a separate law in the event of the end of the temporary occupation and armed aggression of the Russian Federation against Ukraine. Electoral process started on September 5.

On August 19, Kravchuk reported that Russia had delivered an ultimatum to change the resolution, demanding that elections be held in ORDLO.

Verkhovna Rada spokesman Dmitry Razumkov believes that modifying the electoral decree may jeopardize the electoral process.

On September 11, the deputy head of Russia’s presidential administration, Dmitry Kozak, said after talks between advisers to the heads of state of the Normandy Four in Berlin that the Rada should review the resolution on local elections, which will be had become a “stumbling block”. According to him, the resolution on the elections contradicts the Minsk agreements, but did not specify what the contradiction is.

The head of the Office of the President of Ukraine, Andriy Yermak, denied this statement on September 14. “This is impossible because we cannot interfere with the activities of the Ukrainian parliament,” he said.

On July 28, the people’s deputy Kachura presented a draft amendment to the decree on the appointment of local elections, which provides a different version of the clause on the conditions for the organization of elections in the occupied territories.

On September 19, Kravchuk said that the Verkhovna Rada’s resolution, which refers to the cancellation of local elections in ORDLO, contradicts the Minsk agreements. According to him, this problem could block negotiations on the resolution of the conflict in Donbass.
