After the end of the conflict in Nagorno-Karabakh, negotiations are underway between Baku and Yerevan on re-establishing communication, Azerbaijani President Ilham Aliyev said.
The conflict in Nagorno-Karabakh is over, Azerbaijani President Ilham Aliyev said on March 14 during a meeting in Baku with OSCE President Anne Linde. The head of state is summoned by his press service.
“The OSCE is an organization that participates directly in the resolution of the conflict between Armenia and Azerbaijan. Therefore, now the conflict has become history and we must look to the future. Today we discuss with you our reflections on how to build future work I believe that these last four months after the war already demonstrate the will of both sides to close the page and direct attention to the future. This is very important, “said the president.
According to him, Azerbaijan has already started “the restoration of the territories liberated from occupation” and has started “the process of negotiations on the opening of communications between Armenia and Azerbaijan”.
“There have already been several stages of negotiations at various levels. I think that this topic can become the starting point to completely close the page of the war and leave it in history. Because the opening of communications will benefit all the countries of the region, giving a new dynamic to regional cooperation, it will create new opportunities. This could lead to potential cooperation in many other areas, “Aliyev explained.
He stressed that Azerbaijan has fulfilled its task.
“We have liberated the territories, we comply with the resolutions of the UN Security Council and the decisions of the OSCE. Therefore, we must now focus on the future,” Aliyev said.
September 27, 2020 in Nagorno-Karabakh the biggest conflict in recent years broke out… The Azerbaijani Defense Ministry accused Armenia of “large-scale provocation”, bombardment of Azerbaijani army positions and announced the beginning of a “swift counteroffensive”. The Armenian authorities, in turn, stated that the Azerbaijani army had launched an offensive in Nagorno-Karabakh. During the conflict, the parties used tanks, heavy artillery, and aircraft. Deaths and injuries reported military personnel and civilians.
Both countries involved in the conflict announced mobilization. Agreements on an armistice were reached on several occasions in Nagorno-Karabakh, but each time they were violated.
On the night of November 10, representatives of Armenia, Azerbaijan and Russia (as mediator) signed a declaration to end the war in Karabakh. According to the agreements, 1,960 Russian peacekeepers are deployed along the line of contact in Nagorno-Karabakh. Azerbaijan received the right to occupy the Kelbajar, Aghdam and Lachin regions.
Armenian Prime Minister Nikol Pashinyan said that this decision was extremely difficult for him, but that there was no alternative. Azerbaijani President Ilham Aliyev specified that Pashinyan was “forced” to sign a document “very beneficial” for Baku.
According to the Azerbaijan Defense Ministry, during the fighting in Nagorno-Karabakh, 2,783 soldiers died, more than 100 combatants are considered missing. According to the Armenian Ministry of Health, at least 3,330 Armenian citizens died during the conflict.
