The Office of the President believes that ignoring the obligations of the signatory states of the Budapest Memorandum to Ukraine casts doubt on the entire set of international treaties on non-proliferation and the control of weapons of mass destruction. And further non-compliance with the provisions of the memorandum may block the achievement of new diplomatic solutions in the field of global security.

The Budapest Memorandum was signed on December 5, 1994.
