Money to increase doctors’ salaries was not included in the budget
On average, doctors in public health institutions earn less than 10,000 UAH, but in some hospitals they earn much more to retain staff.
In 2020, doctors in Ukraine receive 9 thousand hryvnia per month, according to the National Health Service on Monday, November 30.
At the same time, the heads of medical institutions receive an average of 23.5 thousand UAH, the average medical staff – 7.5 thousand UAH, and the junior – 6.1 thousand UAH.
According to the NSZU, the highest average monthly labor costs for specialized health care doctors were recorded in the Lugansk region – 10.8 thousand UAH and in Kiev – 10.4 thousand UAH. The lowest in the Odessa region – 7.3 thousand, Rivne – 7.5 thousand UAH and Khmelnytsky – 7.8 thousand UAH.
“There are cases where the cost of paying a doctor in one of the frontline area hospitals is on average 73 thousand hryvnyas … The administration has raised salaries to retain specialists,” emphasizes the NSZU.
The National Service notes that in some clinics the salary level is significantly higher than the industry average. So, in the Khmelnytsky hospital for infectious diseases, the average salary of a doctor is 40.5 thousand UAH, at the Odessa regional clinical medical center – 24.8 thousand UAH, at the Poltava regional hospital for infectious diseases – 24 , 6 thousand UAH.
At the same time, in primary health care institutions that have contracted with the NHSU, the salary of managers was 24.9 thousand UAH, for doctors – 15 thousand UAH, for nurses – 8.4 thousand UAH , for junior medical staff – 4, 6 thousand UAH
Furthermore, the average salary of emergency medical workers is 28.8 thousand UAH for their leaders, 18 thousand UAH for doctors, 14.9 thousand UAH for nurses and 7.8 thousand UAH for junior medical personnel.
Earlier, the head of the Ministry of Health, Maxim Stepanov, said that the budget for 2021 did not include an increase in the salaries of doctors. The Ministry of Health proposed to include in the budget the salary of a doctor at the level of 23 thousand hryvnia, a nurse – 17 thousand, junior medical staff – 12 thousand hryvnia.
According to the draft budget, it is planned to spend 156 billion UAH on medicines next year, while, for example, in the program of Large Buildings, 150 billion UAH.
