On September 13, the social network VKontakte announced that it was able to bypass the blockade in Ukraine on its mobile application. Ukraine’s National Defense and Security Council reported that they are working together with international partners to block the application.
The social network “VKontakte”, which is banned in Ukraine, bypassed the block not because of the lifting of sanctions, but because of the change in proxy servers. Ukrinform was informed about this by the National Defense and Security Council on September 21.
Specialists from the NSDC’s National Coordination Center for Cybersecurity, along with international partners, are working to block the VKontakte mobile app, the National Security Council noted.
On September 13, VKontakte announced that it could bypass the blockade in Ukraine on its mobile app. Activation of the mobile application to bypass VKontakte blocking is associated with holding local elections and may pose a threat to Ukraine’s national security, NSDC Undersecretary Serhiy Demedyuk said on September 15.
The Ministry of Culture and Information Policy of Ukraine announced the preparation of an appeal to Apple and Google demanding to ban the download of the VKontakte mobile application in Ukraine.
Access to this social network, along with other Russian and separatist resources, has been restricted since May 2017 in accordance with Presidential Decree No. 133/2017, by which the then Head of State Peter Poroshenko enacted the NSDC decision on sanctions against Russian and Ukrainian individuals and companies.
Also included in the sanctions list Odnoklassniki, Mail.Ru and Yandex services, websites of the Russian antivirus companies Kaspersky Lab and Doctor Web. In 2018 and 2019 changes were made to the document (decrees №176 / 2018 and №82 / 2019).
On May 15, 2020, President Vladimir Zelensky extended the ban on Russian social media for another three years.
