The unfortunate Shuliavsky Bridge in Kiev is again discussed across the country, after three streetlights collapsed there on December 15.

NV collected all the details of the new incident on the Shuliavsky Bridge, where traffic was opened only a year ago after the reconstruction of the flyover (his repairs are still in progress).

What happened on the Shuliavsky bridge?

At approximately 3:00 p.m. on Tuesday, December 15, three utility poles fell simultaneously on the Shuliavsky Bridge road. A few hours later, a video surveillance camera was released, showing that the light poles fall almost synchronously and for no apparent external reason. In this case, the broken wires of the electrical networks ignite.

The posts fell in the central part of the overpass over Pobedy Avenue (in traffic lanes to Dovzhenko Street). According to the police, at least 9 cars were damaged, miraculously people were not injured.

Due to this incident, the traffic across the Shuliavsky Bridge, already always tense, almost completely stopped yesterday, especially in the direction of the Dorogozhichi metro station. The trolleybuses n. 22, 27, 30, 42 have cut or changed their routes, and motorists were asked to bypass the emergency site in other ways.

After 6:00 p.m., traffic resumed in part, one lane in each direction, causing heavy congestion in the bridge area.

Employees of municipal services in Kiev eliminated the consequences of the emergency until late at night: they took out the fallen supports, cut the cables of the electrical networks.

In the early morning of December 16, traffic in both directions was restored.… The trolleybuses have not yet crossed the bridge due to damage to the power grid, which has not yet been repaired.

The trolleybus movement since yesterday is organized as follows:

  • No. 22 – to Degtyarevskaya Street and the industrial overpass;
  • No. 27 – Pochaina Metro Station – Degtyarevskaya Street;
  • No. 30 – via Vozdukhoflotsky avenue (In both directions) – to the Lukyanovskaya metro station;
  • No. 42 – to the Industrial overpass.

Also, on the night of On December 16, specialists examined the remaining supports and dismantled six more pillars on the Shuliavsky Bridge. who were in doubt «on the reliability of the fixation “. This was stated by the mayor of Kiev, Vitali Klitschko, and explained that the dismantling of the work was carried out at his expense by the general contractor for the reconstruction of the bridge. The same company must install new supports. «with reinforcement of the supporting structure ”, added the mayor.

Kiev authorities will go to court to have the contractor compensate for the losses of Kyiv residents, whose cars were damaged by the fallen poles, Klitschko promised.

How did the Kiev authorities react?

After the fall of the pillars, the Kiev City State Administration announced that law enforcement agencies would determine the cause of the incident.

The general contractor for rebuilding the flyover, as well as the customer. (KP Directorate for the construction of road transport facilities in Kiev) have already addressed the police with relevant statements.

The Kiev city prosecutor’s office opened a criminal case under Part 2 of art. 275 of the Criminal Code of Ukraine – violation of the rules on the safe use of industrial products or the safe operation of buildings and structures. The punishment under this article provides for prison work for up to two years; restriction of liberty for up to five years; imprisonment from two to five years with deprivation of the right to hold certain positions or carry out certain activities for up to three years.

Mayor of Kiev Vitali Klitschko He said that he, like the people of Kiev, “is outraged that three lighting poles fell into the overpass opened a year ago.” The mayor of the capital called on the forces of order to find out the reasons for the fall of the pillars.

Responsibility for the high-profile state of emergency that Klitschko entrusted to the labor general contractor company, which he claimed gave «50-year warranty on the new bridge. “

«The overpass overhaul general contractor is clearly responsible for the accident. I am convinced that law enforcement agencies must quickly establish the causes of the incident, so that the perpetrators are held accountable, ”Klitschko said.

Are there versions of the reasons for the emergency?

Officially, the city authorities have not yet announced a single version of the fall of the pillars.

However, following the publication of photographs of the scene on social networks and the media, the attachment of the fallen pillars is being discussed, which might not be reliable enough.

The “tired” bridge is once again one of the favorites of social networks

The Shuliavsky Bridge has long been one of the most discussed infrastructure facilities in Kiev.

In February 2017, there was a partial collapse of the overpass structures: they fell onto the road, damaging several cars. So also, fortunately, there were no casualties or injuries.

Vitali Klitschko said that «The Shuliavsky flyover was not recognized as an emergency, I was tired of time, “after which the bridge in Kiev is called nothing more than «tired “.

After such an incident, the capital authorities began a large-scale reconstruction of the interchange near the Shulyavskaya metro station. The old bridge was demolished, a new span of the flyover was built in its place: traffic on the Shuliavsky bridge reopened on December 28, 2019. However, the reconstruction around the bridge is still going on: one of the workshops of Bolshevik plant has not yet been demolished, on the site where it is planned to build one of the “petals” of the road junction. Honestly, according to traffic data, in March 2020, the cost of repairs reached 2 billion UAH.

Built in 1964, the Shuliavsky Bridge is one of Kiev’s busiest overpasses with heavy car traffic. Connects Alexander Dovzhenko Street and Vadim Hetman Street, crosses Pobedy Avenue. Four trolleybus routes and a dozen private carrier routes pass through it.

The new incident gave another reason for the people of Kiev to discuss the Shuliavsky bridge and the state of infrastructure in Kiev. And anti-corruption organizations must remember the scale of corruption in the capital.
