From April to September 2020, the salary of doctors providing specialized care in Ukrainian hospitals amounted to about 9 thousand hryvnyas before tax, the salary of heads of institutions was 23.5 thousand, reported the National Health Service from Ukraine.
The highest average monthly salaries in Ukraine from April to September 2020 were among specialized healthcare doctors in the Lugansk region: 10.8 thousand UAH and in Kiev, 10.4 thousand UAH. This was announced on November 30 by the press center of the National Health Service.
The lowest wages were in the Odessa region – 7.3 thousand UAH, in Rivne – 7.5 thousand UAH and in Khmelnytsky – 7.8 thousand UAH
“There are cases where the cost of paying a doctor at one of the frontline area hospitals averaged 73,000 hryvnyas. The administration increased salaries to support specialists,” the statement said.
According to the NSZU, during the specified period, the average salary of a doctor providing specialized care was about 9 thousand UAH. Before taxes, the salary of the head of the institution is 23.5 thousand UAH, the average medical staff is 7.5 thousand UAH, the junior medical staff is 6.1 thousand UAH.
“The NSZU does not influence the size of salaries in hospitals, but pays for medical services rendered according to the reports on their provision and the contract. Financial motivation is entirely within the competence of the directors of medical institutions. the development strategy they choose, and the ability to draw up a real financial plan and implement it depends on the success of the hospital and the salaries of the workers ”, stressed the health service.
According to the health service, there are examples in Ukraine when, thanks to the reform, the institution’s payments increased fivefold and salaries remained below the average for this region. There are cases in which the institution keeps large sums in deposit, while employees continue to receive low wages.
“1263 establishments – this is 57% of the total number of those who signed an agreement with the NSZU, reported that they have a balance of more than 1 million hryvnia,” the message says.
Since September 1 mHospitals that provide specialized, highly specialized palliative care, medical rehabilitation and emergency care receive additional funding from the NHSU to increase the salaries of healthcare workers. Doctors’ salaries have been increased 70%, specialists with basic and incomplete higher medical education – fifty%, junior nurses – 25% stood out in the health service.
On June 17, Ukraine’s President Volodymyr Zelensky announced his intention to increase doctors’ salaries by 25-70%. He calculated the monthly costs of increasing payments to medical workers by 2 billion UAH. According to Zelensky, such a decision will allow raising the salaries of second-level doctors “until the new payroll system begins operating in 2021.”
In June, Prime Minister of Ukraine Denis Shmygal said that as of September 1 Salaries of all medical workers in Ukraine will increase by 25-75%.
The Cabinet of Ministers of Ukraine in an extraordinary meeting on September 7 approved the mechanism for additional payments to salaries medical workers. Health Minister Maxim Stepanov noted that the government will allocate UAH 5.9 billion to increase the salaries of medical workers.
