An extremely expensive IT system can be unusable

It took four years and 600 million UAH of budget funds to develop a command and control system for the armed forces. As a result, it was unusable.

In 2016, the Ukrainian military spent 580 million UAH on an army management system that may turn out to be unusable, according to research by Bihus.Info.

According to journalists, Everest LLC was supposed to carry out the development work of Dzvin-AS under the contract, the essence of which was to create an automated system for the operational control center of the Armed Forces of Ukraine. As a result, the company had to write special military software and equip various command posts (headquarters and vehicles) with the necessary equipment.

Dzvіnd was supposed to provide automated information collection and processing, operational data exchange, operational decision-making and task execution, work with a digital map, protect security contours, be compatible with the programs of the NATO and much more.

Work on the project lasted four years, during which time the estimate grew as the client and contractor constantly changed the plan and scope of work.

As an example, Bihus.Info cites an increase in the cost of the project by 115 million hryvnia (20% of the total cost), which went to just 12 editions of the terms of reference.

In the summer of 2020, a few months before the delivery of the project, the SBU initiated an audit, first financial and then, in the fall, a comprehensive audit of the project as a whole. The audit showed that the software does not correspond to the task, therefore the subsequent use of the Dzvin-AS project may be inappropriate.

The verification showed numerous shortcomings: one of the programs that Everest LLC bought for 15 million hryvnia from a contractor is simply not used in the end, another program did not pass a special verification for data protection and the information within the system is simply not used. transmitted to recipient – must be copied to a USB flash drive and transferred to another server, degrading operational parameters.

When the project term ended, the Acceptance Commission found many flaws and refused to sign the protocol, thus interrupting the acceptance process for the program. Everest Company has filed a lawsuit demanding to accept the job.

The General Staff ignored the journalists’ request for comment and Everest denied all the facts of the deficiencies.

We will recall, at the end of last year, the media reported that some officials of the Civil-Military Cooperation of the General Staff of the Armed Forces of Ukraine are transporting the bodies of dead soldiers at inflated prices.

Earlier it was reported that an officer of the Armed Forces of Ukraine was arrested with a bribe of 400 thousand hryvnyas. The colonel demanded a bribe from the head of the company to make changes to the technical conditions of the tender, which would allow the company to participate in public procurement, the expected cost of which is UAH 4 million.
