The main winner of this election are the local and mayor parties. Decentralization has strengthened the position of local authorities.

The phenomenon of mayors is associated not so much with the personalities as with the resources that their cities receive, says the head of the Voters Committee of Ukraine (KIU) Oleksiy Koshel.
“As a result of decentralization, their budgets have grown exponentially. Of course, voters did not see any serious infrastructure projects. But this increase in funding was enough for residents to at least see concrete changes,” he says.
Also, people became disillusioned with the big games. In Ternopil, Ivano-Frankivsk and Khmelnytsky, the mayors won more than 70% in the first round.
Recall, according to the exit poll commissioned by the television channel Ukraine 24 and the Freedom of Speech program by Savik Shuster, the current mayor of the city, Vitaliy Klitschko, received 45.9% of the votes in the elections of the October 25.
