The Verkhovna Rada of Ukraine approved Bill No. 2412-d on intelligence. Before that, the deputies sent the document for a second second reading.

In the bill, the Security Service of Ukraine was excluded from the list of intelligence agencies, but the agency was identified as a subject of the intelligence community. The operational subdivisions of the SBU Central Directorate that carry out counterintelligence activities may carry out intelligence activities in order to obtain information in the interests of counterintelligence.
It was suggested that the president should determine the list of such units. But in the meeting room the corresponding amendment was put for confirmation, only 210 deputies voted for it, so this rule was annulled.
The intelligence agencies are:
- Foreign Intelligence Service of Ukraine;
- intelligence agency of the Ministry of Defense of Ukraine;
- intelligence agency of the State Border Service.
The Foreign Intelligence Service of Ukraine, within its competence, may involve other entities of the intelligence community, in particular the SBU, in the performance of intelligence tasks.
The general leadership of the intelligence agencies is in charge of the head of state. Intelligence agencies are directly controlled by their leaders, who are appointed and removed by the president. The requirements for such managers and their powers are also defined in the document.
Intelligence agencies can use specially made things and documents to perform tasks and their functions, and especially create and use companies, institutions, organizations, branches and other divisions of legal entities. The use of covers or cover structures for other purposes is prohibited.
The media may contain totally or partially false data or information about events, phenomena, facts. Hedging structures can be created by intelligence agencies in whole or in part at the expense of budgetary funds, including in foreign currency, intended for the maintenance and support of the activities of these bodies, in any organizational form. Roof structures can be created on the territory of Ukraine and abroad.
We remind you that on July 21, the Verkhovna Rada sent for a second reading the bill No. 2412-d “On intelligence”, 231 parliamentarians voted in favor.
As RBC-Ukraine wrote, the parliament passed this law in the second first reading on January 16, then it was supported by 233 people’s deputies.
In addition, on July 17, Parliament approved Bill No. 2414-d on the Foreign Intelligence Service, for which 244 parliamentarians voted.
