It is impossible for Ukraine to obtain guarantees under the Budapest Memorandum due to the fact that this document is not an international treaty. This was stated by the German ambassador to Ukraine, Anka Feldgusen, in an interview with Interfax-Ukraine.
“The Budapest Memorandum is a political declaration and nothing else, it is not an international treaty … It is a political declaration, that is, it is simply impossible to obtain these guarantees today,” he said.
Anka Feldgusen said that Germany is working with the United States, Britain and Canada, briefing them on efforts to resolve the conflict in Donbas. She believes it is much more important to have their support than to expand the Normandy format.
“If they support our efforts, so much the better. If Ukraine wants to expand existing formats, I don’t even know, America, Britain, Canada would be ready for this. Still, the Normandy format works well and have a larger circle of participants. it means more coordination. It is already difficult to find a date for a possible meeting now, and if 7 or 8 participants are even worse. We believe that it is much more important that these countries support our efforts, “said the ambassador.
Recall that the question was posed in President Volodymyr Zelensky’s national poll on October 25, whether Ukraine needs to discuss at the international level the use of the security guarantees defined by the Budapest Memorandum.
