The Verkhovna Rada voted in favor of the appointment of SBU Major General Yulia Laputina as Minister of Veterans Affairs.
The Verkhovna Rada continued the rotation of staff in the Cabinet of Ministers and appointed a new Minister for Veterans Affairs. The top position was held by Yulia Laputina.
At the same time, the people’s deputies continued to argue about the appointment of Sergei Shkarlet as Minister of Education.

Two contenders
There were two applicants for the post of Minister of Veterans Affairs, formerly Sergei Bessarab: his first deputy, Alexander Porkhun, and deputy head of one of the SBU departments, Yulia Laputina.
The exact reason for Bessarab’s resignation is unknown, but the Servant of the People’s deputy, Yevgeny Kravchenko, assumed it was associated with the minister’s deteriorating health. Now Bessarab is on sick leave.
As a result, the choice fell on Laputina.
30 years at the SBU
Laputina has been serving and working at the SBU for almost 30 years. In 1992, she became the first operator of the service’s counterintelligence department. Two years later, in 1994, he participated in the liquidation of the fake referendum “on the state of Crimea”: he arrested local bandits, Crimean officials and imported militants who blocked the work of the Ukrainian law enforcement agencies.
In 2008, he proposed the concept of mental integration of Crimeans in Ukraine. After Viktor Yanukovych came to power, the implementation of this concept was stopped.
In April 2014, Laputina went to the front; as part of the first group of the SBU, it guarded the Kramatorsk airport.
“Leaving Kiev, we did not know what was really going on here. When we landed at the airfield, we realized that we were under siege. Only thanks to local activists were we able to travel undercover to the city to assess the situation and conduct a reconnaissance. We realized all the risks of reckless actions to liberate the city, as there were so many people here. We had to act differently, in particular through informational methods, throwing leaflets from a helicopter, ”he said during a round table in Kramatorsk in April 2019.
In Kramatorsk, Laputina maintained contacts with pro-Ukrainian activists, intelligence and data transfer to Kiev. He also negotiated with local terrorist supporters who were about to raid the Ukrainian checkpoints. Thanks to this, the assault was avoided. And with the help of pro-Ukrainian activists, it was possible to organize a radio speech for the residents of Kramatorsk on behalf of the Ukrainian government. He talked about how to survive the bombing and how the Ukrainian authorities would regain control of the city.
In September-December 2014, Laputina was the commander of the SBU working group at the ATO and carried out missions to stop pro-Russian terrorists.
After the liberation of Kramatorsk, Laputina started the Kramatorsk action: this is Ukraine, which was taken up in other cities.
Since 2014, he has held a series of public events and lectures on the origins of the war in eastern Ukraine, the methods of waging Russia’s information war against Ukraine and Russia’s semantic war against Ukraine, as well as on participation of the Ukrainian Orthodox Church of the Moscow Patriarchate in this confrontation. In particular, in November 2019, Laputina participated in the International Forum on Security and Hybrid Threats in Kharkiv.

In June 2020, Laputina joined the Advisory Council on Issues of War Veterans, Families of Fallen (Deceased) Defenders of Ukraine, created by President Zelensky.
Yulia Laputina’s husband also works for SBU. They have two daughters.
Statement
In her statement, Yulia Laputina noted that she received 568 thousand UAH of income in 2019. In particular, salaries amounted to 560.7 thousand and social assistance, 7.2 thousand.
Her husband, who also works for the SBU, declared 555.03 thousand UAH of income during the last year.
In addition, Laputina indicated in her statement that she has savings of $ 86,000, her husband – $ 32,000 and her mother – $ 22,000.
In addition, the new Minister of Veterans Affairs owns a land of 36.5 square meters. m. and together with the mother an apartment in the capital of 165.8 m2. meter.
Laputin’s statement establishes that his mother owns a plot of 700 square meters. m. and an unfinished house in the Kiev region, measuring 322.5 square meters. m. The husband owns a 39.9-square-meter apartment in Kiev. meter.
